COMMISSION STAFF TO THE
CITY OF EAGLE, IDAHO
The Staff of the Idaho Public Utilities Commission, by and through its attorney of record
Scott Woodbury, Deputy Attorney General, requests that the City of Eagle provide the following
documents and information on or before APRIL 20, 2007.
The City of Eagle is reminded that responses pursuant to Commission Rules of Procedure
must include the name and phone number of the person preparing the document, and the name
location and phone number of the record holder. Reference IDAPA 31.01.01.228.
This Production Request is to be considered as continuing, and the City of Eagle is
requested to provide, by way of supplementary responses, additional documents that it or any
person acting on its behalf may later obtain that will augment the documents produced.
Please provide answers to each question; supporting workpapers that provide detail or are
the source of information used in calculations; the name and telephone number of the person
preparing the documents; and the name, location and telephone number of the record holder.

For each item, please indicate the name of the person(s) preparing the answers, along with
the job title of such person(s) and the witness who can sponsor the answer at hearing.
REQUEST NO.1: Please provide a copy of the City of Eagle s Water System Master
Plan.
REQUEST NO.2: Please provide a copy of the City of Eagle s Water Service Areas map
showing those areas in which the City intends to provide water service in the future.
REQUEST NO.3: Please provide a map showing the current city limits and area of
impact boundaries for the City of Eagle.
REQUEST NO.4: Please describe and show on a map the water facilities (wells
boosters, main lines, storage reservoirs, etc.) that would be used to provide service to Lanewood
Estates if the development is served by the City. Please describe the status of those facilities and
provide a timeline of when any necessary facilities not yet existing would be capable of providing
servIce.
REQUEST NO.5: Does the City of Eagle currently hold water rights sufficient to serve
Lanewood Estates? If so, please provide a summary of the water rights, including for each
whether it is a license, permit, application, decree or statutory claim, the permit or application
number(s), and the diversion rate. Please identify any protested water rights applications and
estimate when permits might be received for the protested applications.
REQUEST NO.6: Does the City of Eagle intend to annex the Lanewood Estates property
in the near future? What would trigger the City to begin a process to annex the property?
REQUEST NO.7: Please identify (using a map ifpossible) any proposed developments
that are in the process of obtaining water service from the City of Eagle or who have requested
water service from the City.

REQUEST NO.8: Please provide documentation or evidence to support the statement in
the February 23, 2007 letter comments submitted by Bruce Smith on behalf of the City of Eagle
