Kastera LLC ("Kastera ) hereby submits its First Supplemental Response to City
of Eagle s First Production Requests as follows. The documents were prepared by Tom
Morris, and the record holder is Tom Morris, whose address and phone number is shown
above.
REQUEST NO. 10 Please provide a copy of any letter, memoranda, email
assessment, or analysis between or among your employees, staff, or consultants regarding
annexation of the development into the City of Eagle or application to Ada County for
rezone and subdivision approvals.
RESPONSE TO REQUEST NO. 10 See attachment No.3. In addition, Kastera
will make available to the City of Eagle an opportunity to review the following

Subject:North Eagle Foothills Property
Dear Mr. Fassino:
The Idaho Department of Fish and Game (Department) has reviewed your request for impacts to
fish or wildlife associated with development of approximately 640 acres in the foothills north of
the City of Eagle. The property is roughly located east of North Willow Creek Drive and from
approximately Y2 mile to 2 miles north of Beacon Light Road.
According to the Conservation Data Center database, the following sensitive species are known
to occur on and near the property:
Aase s onion (Allium aaseae), a Bureau of Land Management sensitive species
Slickspot peppergrass (Lepidium papilliferum), a Bureau of Land Management and U.
Forest Service sensitive species, and is proposed for listing as an endangered species
under the Endangered Species Act, and
Long-billed curlew (Numenius americanus), a Bureau of Land Management sensitive
species.
It appears that Wood's Gulch and other small drainages may be on or near the property.
Therefore it is possible that the following sensitive species may also be present:
Woodhouse s toad (Bufo woodhousii), a Bureau of Land Management sensitive species
Western toad (Bufo boreas), a Bureau of Land Management and U. S. Forest Service
sensitive species, and
Northern leopard frog (Rana pipiens), a Bureau of Land Management and U. S. Forest
Service sensitive species.
Surveys should be conducted for these species, prior to the development of any plat maps, by
qualified biologists and botanists during the appropriate seasons to determine if these species are

present on the property. If found, plans should be developed to avoid impacting these species.
impacts are unavoidable, the plans should include mitigation for these impacts.
Also, this area is mule deer winter range. The plans should also include actions taken to
minimize and mitigate for impacts to winter range.

Good morning Wayne and Thomas,
I just want to provide you with a status report for the two subject projects:
Buck 278: The Geotechnical Report and Geology Report have been completed (I just received
the Geology Report from MTI yesterday). The revegetation plan is also complete. We are
advancing the preliminary grading plan (with the original road alignment (through the project
site)) - we were awaiting a directive based on your negotiations with the neighboring developer
regarding a common roadway system to system both developments - we can revise our grading
plan if this option is advanced, and becomes a reality. We are still working on several
components of the Ada County Hillside Application (Engineering Hydrology Report and Visual
Impact Report). We will be preparing a number of drawing exhibits for the Application. We
anticipate being substantially complete with the Application by the end of next week.
Trail Head 104: The field work for the Geotechnical Report and Geology Report has been
completed. MTI is currently working on preparing the reports (I have not received the
documents yet). The Revegetation Plan is complete. We are concurrently working on the
Preliminary Grading Plan, the Engineering Hydrology Report and the Visual Impact Report for
the Ada County Hillside Application (and all of the associated exhibits). After we receive the
Geotechnical Report and the Geology Report we should be able to finish the Application within
10 working days,
