Smith, and submits its Response to First Production Request of Commission Staff to the City of Eagle, Idaho. Pursuant to Commission Rule of Procedure, the documents were prepared by Vern Brewer and the record holder is Sharon Bergmann, City Clerk, P.O. Box 1520, Eagle, ID 83616 (208) 939-6813. REQUEST NO.1: Please provide a map showing the areas currently served by the City of Eagle water systems. On the map, indicate the locations of all existing production wells and storage reservoirs. Pleas also indicate the locations and sizes of all existing transmission pipelines. RESPONSE TO REQUEST NO.1: See Attachment No.Citv of Eagle Water System. REQUEST NO.2: Please provide a map (either the same or a different map from the one requested above) showing all new well, storage and transmission main facilities that would be installed in order to provide service to the proposed Kastera development. Clearly indicate the point of interconnection with existing City facilities. CITY OF EAGLE'S RESPONSE TO COMMISSION STAFF'S FffiST PRODUCTION REQUEST - 1 RESPONSE TO REQUEST NO.2: See Attachment No.Kastera/Triple Ridge Area. Actual location oflines shall be determined upon receipt of development plans by Kastera. REQUEST NO.3: Please provide a map showing the future water system development plans of the City of Eagle. On the map, indicate the locations of all proposed production wells and storage reservoirs. Please also indicate the locations and sizes of all proposed transmission pipelines. RESPONSE TO REQUEST NO.3: See attachment No.City of Eagle - System Development Plan Map, major trunk lines and new well locations from City of Eagle, Amended Master Plan, November, 2005. REQUEST NO.4: How many new customers does the City believe it can currently serve without the addition of new wells or storage reservoirs? Please provide data or computations to support the estimate. RESPONSE TO REQUEST NO.4: The City has adequate water to serve 2 624 residences based on public water system needs defined by DEQ. At the present time, the City is serving approximately 1 320 customers. The City may serve an additional 1 300 customers. 3.25 cis x 7.48 gallons/cis x 60 seconds/minute = l 458 gallons/minute 458 gallons/minute x 1 440 minutes/day = 2 099 520 gallons/day 099.520 gallons/day = 2 624 residences 800 gallons/residence/day REQUEST NO.5: If the City of Eagle were to provide service to the Kastera development, how long would it take for the City to install the necessary facilities? RESPONSE TO REQUEST NO.5: The City's method of extending services is to review and approve plans submitted by the owner s engineer, then allow the owner to secure the most favorable bid for installation and make appropriate inspections along with the owner engineer to ensure that construction meets City standards and approval conditions. In the instance of Kastera, construction of this magnitude should be able to be constructed well within a year of plan approval but this depends in part on Kastera s plans and capabilities. REQUEST NO.6: Does the City of Eagle plan to annex the property comprising the proposed Kastera development? If so, please describe and provide a timeline for the annexation process. RESPONSE TO REQUEST NO.6: Yes, the City has planned to annex the property because in meetings with the owners it was indicated that they wanted to be annexed. CITY OF EAGLE'S RESPONSE TO COMMISSION STAFF'S FffiST PRODUCTION REQUEST - 2 Annexation requests by a property owner may be approved within 60 days of filing. However, the usual course of action is for the owner to present and negotiate a Development Agreement along with the request for annexation and rezone. The timing for annexation, zoning and negotiation of a Development Agreement depend upon the owner s and their consultants response time for reviewing and responding to the City and the breadth of issues involved. The timeline for statutory public notification including negotiation of a Development Agreement may be completed in four months. If material changes are made necessitating further public notification, the process should be completed in six months.
