REQUEST NO. 36:
Please provide United Water s proposal to establish an "initial summer
consumption block" as discussed on page 8 of your testimony.
RESPONSE NO. 36:
The testimony indicates that the proposal was not presented concu rrent with the
filing because of the need to gather data and perform statistical analyses, and
goes on to indicate that United Water would present the proposal during the
course of these proceedings. Since only about five weeks have passed since the
filing on November 30, 2004 , United Water hasn t yet been able to gather the
appropriate level of detail to prepare a proposal at this time and as stated
testimony will present the proposal during the course of the proceedings, which
we believe will be within a few weeks.

billing and payment options? If so, please provide a copy of any reports, studies
or cost estimates associated with such an investigation.
RESPONSE NO. 41 :
United Water s corporate customer service group has recently begun discussions
with the current billing vendor to review future options for on-line billing and
payments.

Please provide the company s written record of complaints and requests for
conferences from the year 2003, kept pursuant to Rule 403 of the Commission
Utility Customer Relations Rules (UCRR) IDAPA 31.21.01.403.
RESPONSE NO. 55:
The Company has assembled a copy of the written record of complaints and
requests for conferences for year 2003. This information is kept in electronic
records on the customer information system proper. To comply with this request
a printout of the inputted notes from customer accounts that noted complaints
and/or request for conference was generated. Due to the voluminous amount of
paper necessary to comply with this request, the Company has made this
information available for inspection at its office at 8248 West Victory Road, Boise
Idaho.

REQUEST NO. 64:
In accordance with Rule 206.03 (UCRR), please provide a sample copy of a
customer Notice that informs the customer of the Company s intent to: a) transfer
an amount owed from a former service location , or 2) transfer an amount owed
for another person s bill.
RESPONSE NO. 64:
Most of the balance transfers completed at United Water do not require
notification. The attached form letter is used in cases where notification is
required.
United Water does not transfer balances owed for another person s bill unless
the customer paying the bill requests the transfer. A letter would precede that
transfer. This happens so rarely that we do not utilize a form. If this occurred, we
would write a specific letter outlining our understanding of the agreement.

you may ask the Idaho Public Utilities Commission to review the matter.
