only take place for about approximately 6 months out of the year you can divide it

season.

round rather than just charging during irrigation months so the customers weren't

The common areas of the subdivision are a total of .34 acres.
lf you subtract the GPD without irrigation from the GPD with irrigation it will give
you just irrigation. Divide the GPD by 25.44 which is 24 homes times average lot
size of 1.06. This will give you GPD for each lot. Times this by .34 to get the GPD
needed to irrigation .34 acres. Then multiply this number by 365 days. Then
divided by 12 months or the number of irrigating months to find the estimated
monthly average consumption in gallons. After answering this question we
realized that they are 9 lots that are bigger than an acre so it might be easier and
more fair to split the irrigation costs by their land size rather than everybody
paying the same amount.

The $70 per month domestic service charge and the $30 per month irrigation
charge were based off the operation and maintenance expenses from appendix 8
when the original application was submitted to the public utilities commission.
North Star estimated its monthly expenses and having each EDU pay $70 for
domestic and $30 for irrigation made it to where North Star would have enough
revenue to pay its estimated expenses while putting some money away each
month for reserves. The $70/$30 split was based upon the water system
accounting for aboutT0o/o of the expenses while the irrigation system accounts for
about 30o/o of the monthly costs.

The $250 monthly power cost was just an random estimate of what we thought
the power billwould be. After doing more research we are led to believe that it will
actually bill significantly more. See Attachment 3- Rivervine Water System 2020
Power bills & Rivervine \ A /TP & irrigation power bills. The Rivervine Water
System has a total of 10 users and the average monthly power billwas $158.55 in
2020 for the water system. North Star will have a total of 24 connections so we are
estimating that it's power bill will be close to $300 per month. The most recent
power bill for North Star was $54.08 and zero homes are connected. To get a
better idea of what the power bill would go up to doing irrigation season we looked
at Rivervine's Wastewater treatment plant & irrigation power bill. The \ A rTP &
the irrigation pump are on the same meter. To figure out what the irrigation system
is costing each month we found the average power bill cost during the non
growing season and the average power bill cost during irrigating. From there we
subtracted the two and found that the irrigation costs roughly $393.18 during
irrigation season which is 6 months out of the year. The tota! irrigation system
costs were calculated by multiplying $399.18 times 6. This gave us a total of
$2,359.08 for the year. This amount divided by 12 gives us $196.59. The
Rivervine subdivision is approximately 50.41 acres and North Star subdivision is
approximately 25.55 so Rivervine is nearly twice as big. However, the Rivervine
Subdivision has several bodies of water adding up to 11.07 acres. See
Attachment 4- Rivervine Subdivision Map. After looking at Rivervine's data the
power bill expense needs to be adjusted to approximately $450 to $500 per month
to account for the water system and irrigation system power bills.

Also after reviewing Riverine's fees. Two more categories need to be added to the
chart. A $100 fee per month for a Consumer Confidence Report and a $100 for a
water source assessment charged by DEQ.

Our engineer completed Exhibit 11.1 in the Technical, Financial, and Managerial
Capacity for a New Public Water system. We later adjusted a few things before it
was submitted to the PUC because we knew some of the estimates were wrong.
Our engineer estimated the power billwould be $213.50 per month from operating
other sites we figured this estimate was too low and adjusted it to $250. We now
know that even the $250 estimate isn't enough. Lab fees were adjusted from $50
per month to $100 per month. Based off DEQ's public switchboard monitoring
schedule this was enough per month when looking at the 3 year, 6 year, 9 year
sample requirements. Office Supplies, Postage, and Notification was also
adjusted from $8.33 per month to $20 per month. The $8.33 per month wasn't
enough to even cover the costs of 24 stamps a month. Lastly, we added
Landscape & Weed Control for $100 per month to take care of the property the
well house is located on.

1. lNTRoDUcroN
1.1. Project Description
A new public water system is proposed for the Northstar Subdivision (Northstar or subdivision)
located on the east side of Wagner Road between Karcher Road and Homedale Road in
Canyon County, ldaho. Northstar contains 24 platted lots, but no homes have been
constructed to date. The subdivision was originally planned for construction around 2008, but
the project was put on hold due to the economic downturn a couple of years later.
Northstar currently has a partially constructed water system which is supplied by a single well
located near the subdivision's north entrance. The wel! was drilled and constructed to the
standards set forth in the ldaho Rules for Public Drinking Water Systems (IRPDWS; IDAPA
58.01.08) in 2009 and has been previously approved as a public drinking water system source
by the ldaho Department of Environmental Quality (IDEO). A well house containing
mechanical piping and a water distribution system were also constructed around 2009, but
plans for the well house were not reviewed or approved by IDEQ. The system is proposed to
provide domestic water for use within the future subdivision homes, emergency fire flow, and
irrigation water for yards and landscaping.
The subdivision is currently located outside of Caldwellcity limits and so does not have access
to a municipal water supply. The water system will be classified as a community public water
system since more than 15 service connections are planned and the system willbe used year-
round by residents. Water right 63-32262 allows the diversion of up to 0.22 cfs (-100 gpm)
of groundwater for domestic uses within the subdivision and water right 63-33225 allows the
diversion of up to 0,62 cfs (-280 gpm) of groundwater for irrigation within the subdivision
1.2. Project Location
Northstar Subdivision is located on the east side of Wagner Road approximately 1 mile west
of the City of Caldwell's municipal boundary in Canyon County, ldaho. The north entrance to
the subdivision is known as Long Meadow Drive and is located roughly 0.2 miles south of
Homedale Road, while the south entrance is known as Spring Meadow Drive and is located
roughly 0.7 miles north of Karcher Road. The legal description of the subdivision is the W %
of the NW % of Section 8 within Township 3 North, Range 3 West. A project location map is
provided in Figure 1.
{.3. Report Outline and Purpose
The purpose of this document is to seek approval from IDEQ for a public water system Facility
Plan. This Facility Plan describes the anticipated water system service area, water demands,
water sources, treatment and storage, and typical system operation.
Following approva! of this Facility Plan, a Well House Preliminary Engineering Report with as-
builts and distribution system certification wil! be submitted to DEQ for approval. An Operation
and Maintenance (O&M) Manua! will be submitted once any construction or modifications
necessary to bring the system into compliance have been completed. A Technical, Financial,

2. FAcILIrY PLAN
2.1 . P roject Description
The new Northstar publicwatersystem willsupply drinking, fire protection, and inigationwater
to residents of the proposed subdivision. The water system is expected to be classified as a
community public water system as it has 24 potential service connections and will serve
residents of the subdivision year-round. An existing well previously approved by IDEQ as a
public water system source of supply is proposed as the water source. The well is located
behind a pump house on the south side of Long Meadow Drive approximately 75 feet east of
Wagner Road.

2.2.Water Demands
2,2.1. Water System Service Area
The water system will be used to meet domestic and irrigation demands on each ol lhe 24
platted lots and will also supply water for fire suppression in the event of an emergency.
Domestic and fire protection water will be distributed through a separate system from the
irrigation water, which will be supplied through a pressurized irrigation system. The two
systems will be separated with a pressure sustaining valve and backflow preventer which will
ensure that irrigation waterwill be shut off before domestic orfire supplies are affected. Water
will not be used for anything outside the subdivision boundary.
2.2.2. Anticipated Water System Demands
Water system demands for domestic and irrigation use within the subdivision were estimated
using IDEQ's Design Flows - Public Water System calculation spreadsheet. ln order to
account for the separate domestic and irrigation supply lines, the demands for each system
were calculated as distinct values. Based on 24 buildable lots, the domestic system
(excluding irrigation) has an estimated maximum day demand of roughly 32 gpm and
estimated peak hour demand of roughly 62 gpm. Average day demands for domestic use are
expected to be roughly 20 gpm. These values are lower than the 0.22 ds (99 gpm) diversion
limit set by water right 63-32262 so the system is adequately permitted to meet peak domestic
demands. The spreadsheet also estimates maximum day demands ol 127 gpm and peak
hour demands of 257 gpm for domestic and irrigation uses combined. The expected
maximum day demand for irrigation water is then 95 gpm and peak hour demand is 195 gpm
if domestic-only demands are subtracted from combined domestic and irrigation demands.
The anticipated inigation demands also fall below the maximum diversion rate of 278 gpm
allowed under water right 63-33225. Calculation tables from the IDEQ spreadsheet are
provided in Attachment A.
The finaldemand component for Northstar is fire flows. The subdivision currently has five fire
hydrants equally spaced along Long Meadow Drive and Spring Meadow Drive. ln 2016, the
Caldwell Fire Department signed an agreement allowing the existing well to be used for fire
protection given that the following criteria are met:
1) All homes within the subdivision are required to have fire sprinklers;
2) A separate pressure irrigation system must be provided with a pressure sustaining
valve to prevent inigation demands from drawing flow during a fire event, and;
3) Northstar must connecl to City of Caldwe!! municipal water service when it becomes
available.
The agreement states that a minimum of 450 gpm must be available forfire protection. Based
on a test conducted prior to the agreement, the well is capable of providing 470 gpm during a
fire event of which 40 gpm could be assumed for sprinklers and the remaining 430 gpm would
be available for hydrant flow. A copy of the Caldwell Fire Department agreement and the
results of the capacity test are provided in Attachment B.
ln November 2020 at the request of IDEQ, the Caldwell Fire Department was contacted
regarding the validity of the 2016 letter listing fire flow requirements for Northstar. The Fire

Marshal (Alan Perry) stated that the conditions in the 2016 letter would still be valid as long
as the Northstar wel! was still capable of meeting those demands. As a result, a capacity test
was conducted on the well on November 24,2020 and the well produced roughly 490 gpm at
pressures over 25 psi for the duration of a 2-hour test, which meets the requirements set forth
in the 2016 letter. This data was provided to the Fire Marshal and an email confirmation
stating that the conditions were still valid was provided. In addition, the Fire Marshal also
confirmed that the hydrant layout for the subdivision was adequate based on a review of a
water main layout. A copy of the 2020 fire flow test and the confirmation email from the Fire
Marshal are provided in Attachment B.
2.3. Source of Supply
2.3.1 . llUell Construction
The source of supply for the Northstar public water system will be an existing on-site well.
The wellwas drilled, constructed, and test pumped between October 2008 and April 2009 by
Adamson Pump & Drilling (drilling Iicense no.457). A 16-inch borewas advanced from ground
surface to 306 feet encountering top soil and gravel to 22feel, then alternating layers of sand
and clay to 306 feet. The bore was initially backfilled with No. 8-12 Colorado silica sand filter
pack from 306 to 295 feet. Then a single string of 1Oinch steel casing (0.365-inch wall
thickness) and 1O-inch stainless-steel well screens (0.030-inch slot size) was placed in the
wel!. The string consisted of 10-inch casing from +2 to 230 feet, 250 to 273 feet, and 293 to
295 feet, with the 10-inch screens installed from 230 to 250 feet and 273 to 293 feet.
Additional filter pack was then poured down the annular space between the bore and the
casing from 295 to 200 feet. A bentonite grout annular seal was then installed on top of the
filter pack from 200 to 75 feet, with bentonite chips poured on top from 75 feet to ground
surface. The well construction meets all criteria set forth in the IRPDWS and has been
previously approved by IDEQ as a public water source. The well driller's report is provided in
Attachment C along with an as-built diagram of the well construction.
Static water leve! in the wel! upon completion was roughly 84 feet below ground surface (bgs).
A 12-hour pumping test conducted in April2009 at 500 gpm resulted in 112teet of drawdown
by the end of the test, for a pumping water level of approximately 200 feet bgs and specific
capacity of roughly 4.3 gpmfft drawdown. This capacity is sufficient to meet the anticipated
demands of the subdivision water systems.
2.3.2. Water Rights
There are two existing water rights appurtenant to the subdivision boundary. The first is 63-
32262 which allows the diversion of up to 0.22 cfs (99 gpm) of groundwater for domestic uses,
and the second is 63-33225 which allows the diversion of up to 0.62 cfs (278 gpm) of
groundwater for irrigation. The total combine diversion rate is then 0.84 cfs (377 gpm) which
the existing well is capable of supplying. These water rights are currently in the process of
being transferred to the new owner of the subdivision.
2.3.3. Groundwater Quality
The well has been previously approved as a public water system source of supply in a letter
dated January 28,2014. Water quality results collected from the well in 2008 indicate that the

source water meets all primary drinking water standards, but exceeds the secondary
standards for iron and total dissolved solids. These exceedances may have some aesthetic
effects on the water, but will not cause any health issues. No treatment should be required.
Copies of the IDEQ well completion approval letter and the water quality results are included
in Attachment D. A second round of water quality samples for a new community public water
system was collected in November 2020. These results wil! be included with the Northstar
water system PER which be submitted at a later date.
2.4. Water System Design
2.4.1. Well Pumping System
The existing well will be used as the sole source of supply for Northstar and has already been
equipped with a submersible pump and motor back when the wellwas originally completed.
A pumping test using the existing well pump and motor was performed on September 12,
2016 to examine the pump capacity and discharge pressure, The discharge rate was
maintained at 460 gpm for the first 103 minutes of the test and discharge pressure remained
around 40 psi. This test indicates that the well pump is adequate to meet the estimated
domestic maximum day demand (32 gpm) plus the fire flow (a50 gpm) at a minimum pressure
of 20 psi per the IRPDWS. The maximum day demand does not include irrigation because a
pressure sustaining valve will be installed to direct allwater from the well to the fire/domestic
system. The well pump is also adequate to produce the peak hour demand o1257 gpm for
both domestic and inigation uses combined while maintaining 40 psi per the IRPDWS. The
test suggests that the pump motor is 50-hp, but the pump make and model are not known.
The pump is set at 252teel on 6-inch galvanized steel drop pipe according to available notes
which also indicate a level transducer is installed in the wel! at a depth of 250 feet, likely to
shut down the pump system in the event of low water levels. Pumped water discharges
through a 10-inch pitless unit to an existing pump house located roughly 10 feet northwest of
the well head. A variable frequency drive (VFD) is present in the pump house and controls
the pump speed to meet a pressure setpoint for the distribution system. The VFD also allows
the pump to better meet the lower domestic demands as well as higher flows during peak
irrigation season and fire events.
2.4.2. Water System Appurtenances
The ldaho Rules for Public Drinking Water Systems (IDAPA 58.01.08.511) require that all
public water system wells have the following appurtenances:

The existing well house is equipped with allthe required appurtenances. Two hydropneumatic
tanks are also present to help prevent over-cycling the pump during period of low demand,
and a system isolation valve is present at the connection to the distribution system.

The proposed irrigation system will split from the domestic and fire flow piping inside the well
house and pass through an appropriately-sized pressure sustaining valve and backflow
preventer before entering the irrigation pressurized irrigation system. The pressure sustaining
valve will close off flow to the inigation system as needed to maintain pressure in the domestic
and fire flow system during periods of high demand (i.e. fire flow).
2.4.3. Pump House
According to available documentation, the existing pump house was constructed around 2009
without prior approval from IDEQ. However, the wel! house appears to meet the requirements
setforthintheIRPDWS. Thewellhouseislocatedroughlyl0feetnorthwestofthewellhead,
and is of wood-frame construction with vinyl panel siding, metal roof, and concrete slab floor.
The well house floor sits approximately 6 inches above the surrounding grade. A floor drain,
baseboard heater, and ceiling ventilation fan are present in the well house. Water is conveyed
from the well to the pump house through a pitless unit and buried pipe which emerges through
the floor of the pump house and connects directly into the mechanical piping. The pump
house has its own electrical service and contains the pump controls and associated panels.
The pump house has exterior motion-sensor lights and locking doors to prevent unauthorized
access. No hazardous materials are stored inside the pump house.
2.4.4. Water Treatment
The existing well meets applicable ground water quality standards and has been previously
approved as a public drinking water source of supply. Additiona! bacterial tests and system
flushing will be conducted prior to the water system providing water service, but no treatment
is anticipated. A second round of water quality samples has been collected for a new
community public water system. These results will be provided in the water system PER at a
later date. lf any parameters exceed the drinking water standards, treatment options will be
provided.
2.4.5. Storage
No permanent storage tank or structure is planned for the Northstar public water system. The
well capacity is adequate to meet both the maximum day demand with fire flow and the peak
hour demand of the subdivision. Therefore, no storage is needed.
2.4.6. System Operating Pressure
The we!! pump appears to be capable of maintaining a system pressure of at least 60 psi
under normal operating conditions. During a fire event, system pressure may drop below 40
psi for a brief period of time depending on how much water is drawn from the hydrants, but
this condition will be temporary and system pressure will remain above 20 psi at flow rates up
to 500 gpm, which is enough to meet combined maximum day (32 gpm) and fire flow (450
gpm) demands. Pressures during a fire flow test conducted in November 2020 remained
above 25 psi while pumping at 500 gpm for about 10 minutes and at 490 gpm for nearly 2
hours. A copy of the 2020 test data is provided in Attachment B. Static pressure in the system
will ordinarily not exceed 80 psi and will never exceed 100 psi. lnspection of the existing
pressure relief valve indicates it is designed to open at 90 psi.

2.4.7 . Distribution System
The subdivision's distribution system was also constructed in approximately 2009 without prior
approval from IDEQ according to available records. Based on a water line layout plan sheet
from 2008, the water system mains are believed to run along the east side of Wagner Road,
south and west sides of Long Meadow Drive, and north side of Spring Meadow Drive in a
closed loop. The sheet also indicates that all mains are 6-inch PVC. There are no known
dead-ends that cannot be flushed. lt is believed that this plan sheet is accurate as to the size
and layout of buried pipe based on field examination of the site. !f necessary, pipe sizes and
materials can be field-verified as part of the distribution system certification. A copy of the
plan sheet is provided in Attachment E. The fire hydrants are supplied by these main lines
and smaller service lines appear to have been installed off the main lines to each buildable
lot, with stubbed HDPE pipe visible in severallocations along with service shutoff valves. Prior
to use, the distribution system will be pressure-tested, flushed, disinfected, and sampled for
bacteria to ensure no issues arise when the system is brought into operation. A distribution
system certification will be provided to IDEQ for approval prior to final authorization to serve.
The proposed irrigation system is planned to be installed roughly paralle! to the existing
distribution system with individual service lines to each buildable lot. The required horizontal
separation distance of 10 feet will be maintained between all domestic/fire and irrigation lines.
Any potable/non-potable crossings will comply with the IRPDWS.
2.4.8. Standby Power
The IRPDWS 5501.07 requires that community water systems have dedicated standby power.
A backup generator or other means of standby power is currently not provided for the well and
pumping system. Therefore, a new generator with automatic transfer switch will be installed
adjacent to the existing pump house and connected to the pump house's electrical service.
This will allow the pump system to continue to operate during a power outage.
2.5. Sewage Gollection and Treatment
lndividual septic tanks and drainfields will be installed for each constructed home within the
subdivision. All wastewater system components will be installed at least 100 feet from the
existing well head to ensure minimum setback distances are maintained. lndividual
wastewater lines wil! also be located to meet minimum setback requirements from the well
head and potable water lines.
2.6. Water System Financing, Management, and Operations
Any improvements and upgrades required to bring the water system into compliance with
IDEQ regulations will be financed by the property Owner. Water system operations and
maintenance will be financed by connection fees and monthly service fees paid by residents
of the subdivision. The Northstar public water system will be supervised by a qualified and
licensed operator as required for a community system.

Dear Mr. Cater,
Thank you again for spending the time with us over the past several weeks
regarding the Northstar Subdivision in Canyon County. The new developer for the
Northstar Subdivision is Ben and Heather Echevarria with Innovative Custom
Homes. We hired SPF Water and Valley Hydro to conducted water flow tests and
the results look good. Please see the attached for a summary and detailed report of
the tests.
Based on the test results, recommendations from SPF Water, and the conversations
we had with you, we are committed to do the following which we understand will
enable an approval by the Fire Department:
All homes will be required to have fire sprinklers.
Though the average will be less, the maximum square footage of a home,
including garage and other covered areas, will be 5,500 square feet for a
single level home and 6,500 square feet for a two-story home.
The Northstar subdivision will connect to City water when it is stubbed to
the front of the subdivision and available/authorized to connect by the City
of Caldwell. With this connection, all homes will be on City water and the
on-site community well will be switched to only serve as a pressure
irrigation pump station for Northstar.
To ensure proper notification and long-term compliance with all future
homebuyers, we willamend the Northstar Subdivision CC&Rs to include
the above requirements.
The Northstar community well provides a minimum 450 gpm based on
the test on September t2,20t6. A pressure-sustaining valve will be
installed along with separate pressure irrigation lines and services per
the recommendation of SPF Water (as stated in SPF Summary Report
dated September L4, 20L6),
