SECTION I - SYSTEM DESCRIPTION
The Morning View Subdivision, referred to herein as the Development, is located at Township 4 North,
Range 39 East Section 30, NW %,NEIZ of Jefferson County, ldaho. The Development is planned in 3
Divisions encompassingt44 homes. The Development uses a centralized public drinking water system
to provide a maximum domestic flow of 600 gpm at a normal design pressure of 70 psi. The water
system is administered by Morning View Water Company, referred to herein as the Utitity.
The water system consists of three wells and pump houses located on two separate well lots,
distribution lines, and hydrants. The wells are 189 feet deep with a 50 horsepower pump capable of
producing 500 gpm, 120 feet deep with a 30 horsepower pump capable of producing 350 gpm, and 150
feet deep with a 10 horsepower pump capable of producing 150 gpm, for a total combined capacity of
1,100 gpm. The pump houses contain the controls, gauges, and sampllng ports needed for controlling
and monitoring the flow of water. The distribution lines dre 6-inch Class 200 PVC pipe leading to f-inch
pipe for individual services. The hydrants are standard Waterous 5-% inch Pacer Hydrants.
SECTION II - DISTRIBUTION SYSTEM
A. Mainlines
The distribution system consists of 6-inch Class 200 PVC pipe. lsolation valves are located
on all branches. Service connections use f-inch pipe and include an isolation valve,
backflow check valve and water meter. There are no operational actions required under
normal conditions. Should replacement of a line be required, the affected system can be
isolated by shutting off the isolation valves.
No maintenance is required on the distribution system malnlines.
B. Valves
lsolation valves are located on all branches. These valves are operated by manually closing
or opening them.
Valves should be exercised annually by closing completely and then reopening the valve.

SECTION III - PUMP HOUSE
A. Pumps
Operation of the well pumps is automatic and is controlled by variable frequency drives
(VFD) located in the pump houses. The pump discharge line is equipped with a pressure
gauge and electronic pressure transducer that feeds control information to the VFD. This is
followed by a flow meter with totalizer.
The pumps, VFDs, pressure gauges and flow meters are maintenance free. Parts should be
replaced when worn out or malfunctioning. Check weekly to ensure VFD pressure matches
mechanical gauge pressure.
B. Controls and Alarms
1. Electrical
Electrical controls and alarms operate automatically and once set there are no
operation activities under normal conditions.
Electrical controls and alarms should be maintained in clean and excellent condition.
Frayed, exposed, or broken wires should be replaced immediately. Electrical
components should be replaced when malfunctioning.
2. Mechanical
Mechanical controls, such as isolation valves and sampling valves, are operated
manually by opening and closing them. Pressure gauges operate automatically.
Valves should be exercised annually by closing completely and then reopening the valve.
C. Piping and Valves
There are no operating actions associated with the pump house piping. lt is designed and
constructed to allow water flow through the system. Water flow is controlled by valves.
Valves are either operated manually to open or close them for the purposes of isolation or
sampling, or operated mechanically based on system pressure.

E. Tank
Each pump house houses a 250 gallon XTROL Tank. This tank operates automatically and no
operational activity is required.
Semi-annually check to ensure the rubber bladder pressure is maintained per the
manufacturer's requirements. The tank should be inspected at least annually for leaks.
F. WellHead .
1. Protection Plan
The well heads should be protected from sources of contamination as well as vandalism.
The well head area shall be fenced off for security. A protective cover shall be
maintained at all times. Best management practices shall be used to prevent potential
contamination. These include not storing anything within the fenced area, particularly
chemicals or fuels.
2. Maintenance
The well heads shall be maintained in a clean condltion. Vegetation and grading shall be
controlled around the well heads so as to prevent inflow and infiltration. Grading shall
be away from the well and maintain ground cover to prevent a fire hazard.
G, Hydrants
Fire hydrants are WaterhouseS-Yt inch Pacer fire Hydrants. The hydrants are operated
manually by removing the cap and opening the valve.
Twice per year the hydrants should be opened and completely flushed for several
minutes. Open and close each valve to ensure proper operation, and check for leaks.
Remove a cap and verify that the hydrant is draining properly. After the main valve is
closed, the water should drain rapidly. lf it does not, the drain port may be clogged. To
clear drain ports, install the nozzle cap, and tighten until water tight then open hydrant
two or three turns for several minutes. This will leave drain the port partially and permit
water pressure to wash out the obstruction. lf this method is unsuccessful, remove the
operating rod assembly and clean the drain mechanism.
After flushing the hydrant remove the screw from the operating nut and add
approximately one (1)tablespoon of oil through the opening. Replace the screw.
Remove all nozzle caps and ensure threads are clean from rust or corrosion. Replace
cap gaskets as necessary. Apply a light coat of grease to nozzle threads before
replacing.
