Box 83720 Boise, ID 83720-0074 Mr. Chris Hecht, For your information, the board members of the Concerned Citizens of Morning View Water Company Homeowners Association (CCMV) issued a letter to all Morning View Waters customers. Because we live in the county and many ofus do not do business with the city on a regular basis, a map was included, showing the location of the upcoming Idaho Public Utilities Commission (IPUC) meeting. A copy of the IPUC Notice of Public Hearing, Case No. MNV-W-16-01 , was also included. This letter was hand delivered to all known customers of Morning View Water Company on Saturday, August 6, 2016. A copy of this information is enclosed. We hope this will assure more Morning View Water customers will be aware of the upcoming rate change hearing and its future ramifications. This meeting will give customers and other interested parties the chance to testify before the IPUC regarding their concerns over the Morning View Water Company's proposed 100% rate increase. At stake is the continued customer monthly water payment towards the 30 year, $530,000 loan, that was granted to Morning View Water (MVW) for the new well and overhaul of the total system. In addition to this payment, MVW is also requesting a substantial increase to our current base water rates. Currently, IPUC is accepting comments from MVW customers. Your comments can be sent to the IPUC by accessing their web site at www.puc.idaho.gov, or mail your comments to IPUC, P.O. Box 83720, Boise, ID 83720-0074. Be sure to reference Case No. MNV-W-16-01. Comments, already submitted, can be seen on the IPUC web site. As members of the CCMV Home Owners Association Board, we cannot emphasize enough the importance of attending and voicing your opinions and concerns at this meeting. MNV-W-16-01 ) ) NOTICE OF PUBLIC HEARING ) -------------------) In May 2016, Morning View Water Company applied to the Idaho Public Utilities Commission for authority to increase the rates its customers pay for water service. The Company notes that it has not increased rates for about 10 years, and claims it needs to increase them now to cover $104,452 in expenses from the installation of a third well and upgrades to the two other wells. If the Company's request is granted, residents of one-acre lots would pay $98.96 per month, and half-acre lot owners would pay $81.88 per month, a 100% increase over current rates. Residents of the mobile home park would pay $48.61 per month, a 50% increase. In addition, the Company is seeking to devise a new rate structure under which customers would pay metered rates based on consumption rather than the current, flat monthly fee. 1 The Company initially wanted the proposed changes to take effect on June 1, 2016. After receiving the Application, however, the Commission suspended the proposed effective date to enable its Staff to assess the Application and afford interested persons an opportunity to file comments. Order No. 33531. The Commission Staff then conducted a public workshop to inform customers about the Company's proposal and the Commission's process for reviewing it. Customer comments must be filed by August 19, 2016. In addition, customers, public officials, and other interested persons will have the opportunity to testify before the Commission at an August 23, 2016 public hearing as noted below.
