Morning View Water System Inspection and Meeting PWS# 7260063
Dear Mr. Gneiting:
This letter is to confirm the discussion between you, Ryan Lofts of Aspen Engineering, and
Rochelle Mason and Greg Eager of the Deparent of Environmental Quality (Deparent) at the
Morning View Water System on September 9,2008. A site inspection was conducted to evaluate
the water system's sanitar survey significant deficiencies with respect to the October 25,2007
Consent Order and Idaho Rules for Public Drnkg Water Systems (IDAPA 58.01.08).
Additionally, we discussed the Deparent's September 2,2008 letter regarding the Morning
View Water System August 2008 Facility Plan.
We provided water pressure data collected by the Deparent confirming recurg pressures
below 40 pounds per square inch (psi) and non compliance with IDAPA 58.01.08.552.b.i. As a
result Morning View committed to address the removal of individual booster pumps and water
pressure demand as recommended in the August 2008 Facility Plan. You confrmed water meters
wil also be installed on the larger lots. We suggested you consider installing pressure monitorig
stations thoughout the system. .
The number of service connection has increased by 35% since 2002; however the backup well
cannot provide peak hour demand with the larger well out of service as required by IDAP A
58.01.08.513. The Deparent is aware that Morning View Water Company has applied for but
not received additional water rights by the Idaho Deparent of Water Resources. The Water
Company expressed the desire to add an additional source upon securing the water right.
In accordance with IDAPA 58.01.08.100.06 Monitoring Frequency and Compliance
Requirements for Radioactivity in Community Water Systems, Morning View is required to
complete quaerly Radium 226 monitorig. You provided the Radium 226 analysis report for a
sample collected on Febru 15,2008. Your laboratory confired a Radium 226 sample was
collected and submitted on September 4, 2008. Please be aware although laboratories are
required to provide analysis report to the Deparent, you need to confirm the Deparent has
received a copy.
According to our records, the Deparent has not reeived payment for the 2008 anual drnkng
water fee. You indicated that was correct and committed to mail a check for fees to the
Deparent.
As discussed, Morning View committed to develop and implement a cross connection control
program as required by IDAPA 58.01.08.552.06.

3.) Consent Order Compliance
During the inspection, the Deparent confirmed the significant sanitary deficiencies identified in
the October 9, 2003 and July 10,2008 sanita surveys have been adequately addressed. Section
9.a ofthe Consent Order has been satisfied. Morning View is currently in compliance with
Sections 9.a., 9.d., 9.e., 9.f., and 9.g. of the Consent Order. However, Morning View remains in
non-compliance with the following items of the Consent Order:
9.b. A clarfication on the public notice was provided. The purpose of the public
notice is to keep your customers informed ofthe Deparment's water system disapproval,
the violations in the Notice of Violation, and of the efforts the water system to resolve the
violations. Proof of each quarterly notification provided to Morning View's water users
is required to be submitted to the Deparment within ten (10) days of completion.
Records indicate the last notification submitted to the Department occurred on March 18,
2008. Notification for the 2nd Quarter of 2008 was not submitted to the Department as
required. The notification for the 3rd Quarter of 2008 must be submitted no later than
September 30, 2008. Pursuant to your request, I enclosed a copy of Morning View's past
public notice.
9.c. Morning View was required to submit a written plan no later than Januar 24,
2008 detailing how a minimum pressure of 40 psi wil be maintained throughout the
distribution system. This plan was to include the results of a local pressure monitoring
study. You indicated the water system wil follow through with the water pressure
improvement recommendations ofthe August 2008 Facilty Plan.
9.h. Morning View was required to submit a plan no later than November 24, 2007
that would ensure that all dead end mains within the water system are equipped with a
means of flushing and that all such dead ends are properly flushed. Ryan clarified the
labeling on the map in Appendix A of the August Facilty Plan. We confirmed there is
one existing dead end not equipped with a hydrant. Installation of a flushing valve on the
dead end would satisfy Item 9.h.
I wil arange a compliance meeting with our stte offce for a discussion on the appropriate path
forward and timely resolution of the outstanding items of the Consent Order and noncompliance
with the Idaho Rules for Public Drinking Water Systems. We suggest you bring your engineer to
the meeting. I wil let you know when a date is determined.
