RE: Disapproval of Public Water System PWS# 7260063
Dear Ms. Mason
In response to your letters received August 20, 2007. We have diligently been trying to
alleviate the problem of water pressure.
July 20th we replaced the second pwnp. We changed from single phase to three phase
electrical. Water pressure was up, and then we experienced the drop in pressure again.
We brought in another electrician to see if the problem was on that end. We still had the
same result. Again we dug up the lines to be sure that all valves and connections were
ok. We have tried all avenues open to us. Finally we were able to contact Lynn Shear.
He asked us to place pressure gauges at different points on the system to help us isolate
the problem. Those gauges have been put in place, and Lynn Shear has been contacted
regarding the result. His suggestion is to run a by-pass, and pull the sand trap to do
maintenance on it. This MAY solve the problem with the main pwnp.
In trying to fix this problem we have depleted all funds from Morning View Water Co.
and Landco Building and Development Co. has loaned the Water Company over
300.00. That money has gone directly to keep service on and try to repair the existing
problem. We have made the effort to get more funding. We filed with the Idaho Public
Utility Commission for a rate increase in December of 2006, and are still waiting for a
decision. Before we can go anywhere to get a loan to fix the problems we will need the
IPUe to okay a surcharge to our customers for that loan. Morning View Water is not
trying to lay blame for these problems. We are simply saying that we have found
ourselves in a nearly impossible situation. We realize that our failure to respond earlier
has put this business in jeopardy, and would ask that you would reconsider your
disapproval statement.
We would also ask that if your staff has any suggestions or answers regarding our
pressure problem that they would share these with us. You may even know some people
that are excellent in the field that we might contact. At this point in time, any help would
be greatly appreciated.
We also wanted you to be aware that at the current time we have between 40 and 65 PSI
at the wells.
