Panhandle Health District October 6, 2020 Bob Hansen Water Systems Management, Inc. wsmibob@aol.com Subject: Sanitary Survey of PWS #1090271, Kootenai Heights Dear Mr. Hansen, A sanitary survey was conducted on September 18, 2020 for the Kootenai Heights Water System. Enclosed with this letter is a copy of the sanitary survey report and photos for your records. No significant deficiencies were noted during the sanitary survey. The water system was found to be in substantial compliance with the Idaho Rules for Public Drinking Water Systems. Be advised that modifications to this public water system may require the assistance of an Idaho licensed professional engineer and require DEQ review and approval prior to making water system modifications or installing new components. Please contact PHD and DEQ before making modifications to your system. If you have any questions or comments regarding this survey, please do not hesitate to contact me at (208) 415-5212. The remainder of the subdivision is served drinking water by the City of Sandpoint. The water system is classified as a community public drinking water system and consists of a single drilled well, pressure tanks, and distribution mains, providing water to the designated 11 lots. The well and pump house are located on lot 10 with a lease for a 17-foot circular overlap on lot 9 to meet the 50 foot radius requirement for a welliot. Source The water system receives its water supply from an 8-inch cased well (DEQ tag# E0009180/IDWR tag #D0035587) drilled 200 feet deep on November 26, 2004. The well casing extends 2 feet above ground, fitted with a watertight vented well cap, to 148 feet below the surface with a 58-foot surface seal. At the time of drilling the pump discharged at a rate of 85 gallons per minute and the static water level was at 12 feet below the surface. The well is equipped with a 5 horsepower submersible pump. A well log is on file with the Panhandle Health District (PHD). Pump House The pump house is located approximately 25 feet west of the well and has a locking door; and adequate light, heat, ventilation, and floor drainage. The floor drain discharges to daylight out of the back of the pump house. Contained in the pump house are three Pro Source pressure tanks riding on the system, a 2-inch flow meter, pressure switch, smooth-nosed sample tap, flow to waste line and the pump control boxes. The pressure switch setting is 50/68 psi. The pressure tanks can all be individually isolated from the system when necessary. A ventilation fan is installed in the ceiling of the pumphouse and automatically turns on when humidity inside the building gets too high. Distribution The distribution system is comprised of 2-inch PVC and is not looped. Flushing hydrants are located at both dead ends, lot 7 and 18, and the lines are flushed twice a year. All service connections are metered. The main distribution line and the meters are located along the rear property line of the subdivision. The cross-connection control resolution was completed for the system April 19, 2005 and is on file with the PHD. Monitoring The water system collects one routine coliform sample per month and utilizes a total coliform sampling plan that represents the entire distribution system. The water system has an excellent compliance history with regard to chemical monitoring. This excellent sampling history in addition to the low risk of chemical contamination of the source has enabled PHD to issue several monitoring waivers to the water system. Waivers currently issued to the water system include inorganic chemicals, volatile organic chemicals, asbestos, cyanide, and dioxin. The following table shows the monitoring requirements for the water system. , I I I i I Monitoring Reguirement : Lead and Copper Frequency 5 samples once every 3 years Location Distribution I Total Coliform Bacteria Monthly . Each water user pays a drinking water fee of$38.50 per month. Bob Hansen with Water Systems Management Inc. is the designated responsible charge operator for the water system. All required samples are submitted on time and a Consumer Confidence Report is provided for the water system users. Compliance The water system is in compliance with the Idaho Rules for Public Drinking Water Systems. No known deficiencies were noted at the time of the survey. -! {'J October 6, 2020 Jenny Gray, Envil'Onmental Health Specialist Date Panhandle Health District lIealthy People ill Hea/thy Communities PublicHealth Pr~v(>nt.
