FIRST PRODUCTION
REQUEST OF THE
COMMISSION STAFF TO
ISLAND PAR WATER
COMPANY, INC.
The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Scott
Woodbury, Deputy Attorney General, requests that Island Park Water Company, Inc. (Company;
Island Park) provide the following documents and information as soon as possible, but no later than
WEDNESDAY, JULY 16,2008.
The Company is reminded that responses pursuant to Commission Rules of Procedure must
include the name and phone number of the person preparing the document, and the name, location and
phone number of the record holder and if different the witness who can sponsor the answer at hearing
if need be. Reference IDAPA 31.01.01.228.
This Production Request is to be considered as continuing, and Island Park is requested to
provide, by way of supplementar responses, additional documents that it or any person acting on its
behalf may later obtain that will augment the documents produced.

Please provide answers to each question, supporting workpapers that provide detail or are the
source of information used in calculations, and the name, job title and telephone number of the person
preparing the documents. Please identify the name, job title, location and telephone number of the
record holder.
Please provide all Excel and electronic files on CD with formulas activated.
REQUEST NO.1: During the meeting with Commission Staff on June 10, 2008, the
Company indicated that it is in the process of reorganizing the Company. Please provide a copy of the
completed reorganization plan showing the new directors and officers.
REQUEST NO.2: Please provide a time line when the reorganization will tae place.
REQUEST NO.3: Please provide who will have general management duties for the Company
after the reorganization and a job description for this manager.
REQUEST NO.4: Please provide the staing date when the new manager wil assume his
office and the amount of his monthly/anual compensation.
REQUEST NO.5: Please provide the name and job description of any other employee of the
Company. Please provide the monthly/anual compensation for this employee.
REQUEST NO.6: Please provide the total number of current customers biled (number of
connections) for each water system, including Shotgun South, Shotgun North, Aspen Ridge, Goosebay
and Valley View.
REQUEST NO.7: In reference to Request No.6, please provide (a) the total number of
curent customers biled for each subdivision; (b) how many have improved lots (with dwellngs), and
(c) how many are customers without dwellngs but have above ground access to water. The total
should be the same as the total in Request NO.6 above.
REQUEST NO.8: Please provide engineering data, documentation or calculations showing
that the curent water system(s) can adequately provide the culinary and irrigation requirements of the

curent customers (full-time and par-time residents) for each subdivision. Please include all
assumptions including customers average and peak usage, pressure, sources of supply, etc.
REQUEST NO.9: Durng Staffs inspection of the Company's water facilities on June 10,
2008, it was noted that only one well located in Aspen Ridge and another well in Valley View were
metered. Please provide monthly production data from these flow meters.
REQUEST NO. 10: Please provide the rated capacity (gpm) for each of the well pumps
serving the various subdivisions.
REQUEST NO. 11: What is the estimated water loss for each subdivision water system and
how is it determined?
REQUEST NO. 12: The Company has no tariff or rule governing new connections, hookup
fees or reconnection. Please explain how you provide connection to a new customer who asks for
water service connection (i.e. process, hook-up fees, etc.).
REQUEST NO. 13: Theft of water is a criminal offense. Please explain how you deal with
customers who have connected to your water system without proper knowledge and notification.
REQUEST NO. 14: The Company has no tariff or rule governing disconnection for non-
payment. Please explain how you disconnect a customer from the water system for non-payment of
water bils.
REQUEST NO. 15: Please explain how you plan to prevent people from connecting into the
water mains or distribution systems without your permission.
REQUEST NO. 16: Please explain how you plan to prevent a pumping plant from being shut
off by your own customer(s) or other people without your knowledge or authorization.

REQUEST NO. 17: It is Staffs understanding that the subdivisions water systems have dead
ends and do not have flush hydrants. Please explain how you flush the water systems' main and
distribution lines and indicate the frequency of flushing the varous systems.
REQUEST NO. 18: Please provide a list of major work, system upgrade and scheduled
maintenance activities (installing variable frequency drives, installng flow meters, interconnecting
mainlines, bladder ta replacements, etc.) that you plan to underte within the next two years to
improve water service to customers and reliabilty of the systems' operation (i.e. water availabilty to
year-round customers) for each water system.
REQUEST NO. 19: Please provide bids or cost estimates for each of the system upgrades or
improvements identified above in Request No. 18.
REQUEST NO. 20: How do you plan to address the water rights issues of the wells in Aspen
Ridge, Shotgun South and other subdivisions?
REQUEST NO. 21: Please provide copies of all invoices for work done by Andrews Driling
during 2007 and 2008.
REQUEST NO. 22: Please provide copies of all payments made to Andrews Drillng during
2007 and 2008.
