I, Lawrence W. (Zeke) Davis have requested copies of the investigative reports of the Idaho Public Utilities Commission regarding the Happy Valley Water System, a regulated public utility in Kootenai County, Idaho. Reference Certificate of Public Convenience and Necessity No. 328; IPUC Order No. 27142.
The Commission’s inquiry/complaint reports are classified as investigative reports and records and are generally exempt from public disclosure under Idaho Code Sections 9-335(1)(c),
9-337(4), (5), 9-340(2)(a) and Commission Rules of Procedure, IDAPA 31.01.01.026; 31.02.01.005.04 and .106. Commission investigative reports are available for review by the utility and/or its authorized agent or representative.
I, Lawrence W. (Zeke) Davis hereby assert and acknowledge by my signature that I have a right to review the investigative reports of the Idaho Public Utilities Commission regarding the Happy Valley Water System, in that I, as officer and/or authorized agent of Coyote Coeur d’Alene Corp., am the present owner/operator of the Happy Valley Water System. I acknowledge that ownership of the Happy Valley Water System was transferred from John Smick to Coyote Coeur d’Alene Corp. by the attached standard purchase and sale agreement dated October 1, 1997 and related promissory note signed by myself on October 10, 1997.
