19: Please provide an allocation schedule that shows how overheads such as vehicles,
executive personnel, materials and supplies, are allocated among the different water
systems, plant, and expense accounts.
Response:
Please see GSW-W-22-01 IPUC DR 19 Attachment 1, which shows a split of Operating
Costs by system. The allocation was derived by directly charging costs to the specific
system where possible. A majority of the costs were not designated to a specific
system and therefore had to be allocated instead of directly assigned. These costs
were then charged out based on connection count.
Column D shows the total amount included within Gem State Water post allocation of
costs out to Pelican Point and Gem State Infrastructure (GSI). In total Gem State Water
incurred $715,514 of operating costs; of that amount, $110,064 was charged out to the
other two entities.
GSW-W-22-01 IPUC DR 19 Attachment 1 is very detailed with many tabs. The
Company believes that it may be helpful to schedule a workshop with Staff to review the
attachment and respond to any questions.
