Have there been any changes to the configuration ofthe Bitterroot system since the
Company's filing in Case No. RIC-W-17-01 (July 28,2017)? lf so, please provide the
following:
a. An updated system map showing the location of major equipment including wells,
pipes, storage tanks, booster pumps, shut-off valves, meters, fire hydrants,
and water treatment equipment.
b. A description of the changes that have been made since July 28, 2017 , including the
sizes and ratings of any new equipment. Please identifo the location
of each change on the map described in (a).
Response:
The configuration of the Bitterroot system, as shown in Palfreyman Direct Testimony,
Exhibit 5, has not changed since the Company's filing in Case No. RIC-W-17-01 (July
28,2017). Since that date, Bitterroot replaced a deep well pump in Well House 2,
upsized the pipe between Well House 2 and 1 (from 2-inch to 4-inch) and replaced the
meter on that pipe -without changing the pipe routing or configuration of the Bitterroot
system.
Corrected Response:
The configuration of the Bitterroot system, as shown in Palfreyman Direct Testimony,
Exhibit 5, has not changed since the Company's filing in Case No. RIC-W-17-01 (July

ln reference to the letter dated April 16, 2019 to the Bitterroot Water Company from the
ldaho Department of Environmental Quality on the subject of: System Disapproval for
Material Modifications without Engineered Design Basis review and approval for
Bitterroot Water Company, lD1280260 - Action Required. Please provide the status of
this System Disapproval and how it will affect the acquisition of the Bitterroot Water
Company.
Responge:
On January 8,2020, the engineering company representing Bitterroot Water Company
filed IPUC DR 3 - NWN Water Response - Attachments 1 and 2 with the IDEQ. We
will supplement this response with any progress updates.
ln addition, Gem State Water's General Manager, Leslie Rayner, has been
communicating with the IDEQ. Ms. Rayner reports that her contact at the IDEQ
(information provided below) verbally has supported Gem State Water's acquisition of
the assets of the Bitterroot Water Company. Ms. Baker-Casile asked that we provide
her information and offered to answer any questions of IPUC Staff,

affect its acquisition of the assets for the Bitterroot Water System.
