Request No.: FLS-W-23-01 IPUC DR 101
Please provide the following information and relevant documentation showing the actual
cost incurred by the Company to install new hookups/connections.
a. Itemized bills or invoices (including materials, components, and labor) for the TM
system from 2020 to date;
b. Itemized bills or invoices (including materials, components, and labor) for the MV
system from 2020 to date; and
c. Itemized bills or invoices (including materials, components, and labor) for the FW
system from 2022 to date.
Response:
The Company’s costs per connection includes only the meter, radio transmitter, and a
fixed $50 labor cost. The invoices for the purchase of meters and radio transmitters are
included in the attachments FLS-W-23-01 IPUC DR 101 Attachment 1 – 5. The meters
for Morning View are Master Meter brand and were purchased from Mountainland
Supply Company. The meters for Taylor Mountain and Falls Water are Sensus brand
with a few Neptune meters that were purchased due to unstable supply lines during the
COVID-19 pandemic. The meters for Taylor Mountain and Falls Water were not
purchased by invoice by system. They generally were all purchased in bulk for both
systems and assigned to the separate system at installation.
a. Taylor Mountain water system did not have any new construction meters
installed in 2020. In 2021, no new construction meter installs occurred. In
2022, three 1” new construction meters were installed. In 2023, two 1” new
construction meters were installed.

b. Morning View water system had 3 meters for new construction installed
during 2021 (2020 was prior to acquisition): One ¾” meter and two 1” meters.
In 2022, one 1” meter was installed in new construction. In 2023, three
meters were installed in new construction: one ¾” short, one ¾”, and one 1”.
c. Falls Water system has new construction meters in 2020 through 2023. The
invoices in the attachments for 2020, 2021, 2022, and 2023 would show the
costs associated with the meters installed. During the COVID-19 pandemic,
meter supply chain issues were very bad. Meter orders could take 4 to 12
months to fulfill. Invoice prices reflect the meter price at the time of the order
and not at the time of delivery.
