Application at 4. Response: The Company did not own the water system at the time the development was being built. Bonneville County has the final approval of development design in the unincorporated areas of the county. The earlier divisions of the development did not have provisions for storm drainage. So, it can only be assumed that the county continued with the original design as the development grew. The Company is aware of other parcel owners that historically have had storm and snow melt run-off issues. It is not uncommon for such events to create flooding issues for the homeowners. Homeowners with frequent problems have used French drains and other methods to correct the problems. If these measures fail, the homeowner still may experience flooding. The Company seeks to minimize potential liability to itself (and its customer base) by installing the run-off containment unit.
