COMPANY NAME, REQUEST INCREASE IN SERVICE CHARGE
REQUEST INCREASE IN RECONNECT FEE AND ADDITION OF
NSF FEE.
BACKGROUND
On January 11 2007, Capitol Water Corp submitted Tariff Advice Page 19 for the
purpose of updating Special Provisions Page 19 of its tariff. This tariff page had not been
updated in nearly 20 years. The Company requests correction of the name of the Company from
Capitol Securities Water Corporation" to Capitol Water Corporation. The Company has not
been known as Capitol Securities Water Corporation for several years. The Company requests
an increase in the reconnection fee for customers who have been involuntarily disconnected from
water service for failure to pay bills from $15.00 to $20.00 during regular business hours. The
Company experiences fewer than 20 disconnections a year. The Company would also like to
eliminate the exclusion of involuntarily disconnected customers from the non-business hours
service charge. The cost to the Company for reconnection of customers is the same regardless if
the disconnection was voluntary or involuntary and should be reflected equally in the application
of the after business hours reconnection charge. In addition, the Company requests an increase
in the charge for service calls requested by customers outside regular business hours from $15.
to $20.00. Finally, the Company requests the addition ofa $15.00 charge for each instance
where a customer tenders payment for utility service with an insufficient funds check, a check
issued on a closed account, etc. This charge is allowable under state statute (I.C. Section 28-22-
105).

STAFF ANNAL YSIS AND RECOMMENDATION
Staff recommends approval of the name correction, increase in reconnection fee, increase
service fee for after hours service call, elimination of the exclusion for involuntarily
disconnected customers from the non-business hours service charge and the addition of the non-
sufficient funds fee. The proposed fees are consistent with fees approved for other water
utilities. The estimated additional revenue for the Company from these fee increases is $425.00.
