Falls Water Company hereby submits the following responses to the first production request of the
commission staff. The records are held by Falls Water Company in their main office located at 1770
Sabin Dr, Idaho Falls, Idaho 83406. Scott Bruce is the contact person for the records and can be reached
at (208) 522-1300. Scott Bruce, Manager, will be the witness who can sponsor answers at hearing for
the responses to the production requests unless noted differently in the response.

In 2003, a study of Falls Water Co., Inc.'s water system was started. The study was funded in part
by a grant from the Idaho Department of Environmental Quality. In the study, section 6., page 67, a list
of system deficiencies was listed. Included in the list were the following items:
. "
Many subdivisions are served from a single pipeline with no loop, thus putting many customers
at risk of water supply interruption if the lone main breaks. This is most severe on the fare east
side along Crowley Road and far north side near Rocky Mountain Middle School."
. "
Due to the strung out nature of the system, many dead end lines exist. Some do not have
hydrants at the ends for flushing."
The projects being completed are being done to correct the above conditions. The projects are as
follows:
Connection of water main dead end on Crowley Road to water main on Lincoln Road
A 12" water main exists on Lincoln Road running east/west and a 12" unconnected water main
exists on Crowley Road running north/south. The connection will loop the 12" line on Crowley Road
with the 12" line on Lincoln Road. This will provide additional volume into Division 4 of the Crimson
Valley subdivision and will allow for an additional loop off ofthe Lincoln Road main to reach Caribou
Meadows subdivision and the Cloverdale subdivision. These areas have suffered from reduced volume
flows in the past and customer complaints of low pressure.
The project consists of installing a 12" tee in the Lincoln Road line at the intersection of Lincoln
and Crowley Roads. Then install, to the south, a 12" gate valve and 247.5 linear feet of 12" water line to
connect to the existing 12" water line on Crowley Road.
Connection of water main dead end on Hitt Road to water main on Lincoln Road
A 12" water main exists on Lincoln Road running east/west and a 10" unconnected water main
exits on Hitt Road running north/south. The connection will loop the 12" line on Lincoln Road with the
10" line on Hitt Road. This will provide a loop and additional volume into Lincoln Industrial Park and
Trellis Square commercial parks and to the Smith RV dealership. This will give the needed supply
redundancy in this area of the system by eliminating dead end lines on Hitt Road.
The project consists of installing a 12" tee in the Lincoln Road water line at the intersection of
Lincoln and Hitt Roads. Then install, to the south, a 10" gate valve and 562 linear feet of 10" water line
to connect to the existing 10" water line on Hitt Road.
Connection of water main on North Ammon Road to dead end water main on 1850 North
An unconnected 6" water main exists on 1850 North running east/west and a 10" water main exits
on North Ammon Road running north/south. The connection will loop the 6" line on 1850 North with
the 10" line on Ammon Road. This will provide a loop between Walton Street and North Ammon Road
and delete the dead end line on 1850 North. Dead end lines are a source of water quality problems in
any system and the elimination of the dead end will help reduce the future potential of water quality
problems.
The project consists of installing a 10" tee in the North Ammon Road water line at the intersection
of 1850 North and Ammon Roads. Then install, to the west, a 6" gate valve and 213.8 linear feet of 6"
water line to connect to the existing 6" water line on 1850 North.
Connect dead ends on Walton Street
A 317.8 linear feet section of 6" water line is to be installed on Walton Street to connect two dead
end sections of 6" water line. This will delete two dead ends from the system and eliminate potential
future water quality problems. The project requires a fire hydrant be installed per Bonneville County
engineers. Two 6" gate valves, one on the fire hydrant line and the other on the 6" line at the
intersection of Walton Street and 1850 North, will also be installed.

As of August 27, 2007, there are 287 unmetered connections. Installation of 126 meters will be
completed by October 31 2007. The remaining 161 unmetered connections will be installed by July 31
2008. The installation of the 161 meters will begin in the early spring of 2008, approximately mid to late
March and will be installed by our servicemen and in conjunction with contract labor to help with the
installation of 89 meter barrels as part of the project. (Also see "WP meter conversion" work paper
included on the electronic disc submitted together with the Company s application)

Many of the day to day activities and processes of the company have changed over the past three
to four years. As development and total connections have increased the company has found it
necessary to refine its office procedures and policies to assure that it is protecting itself from liability
issues and is providing better customer service.
The reasons for hiring another administrative employee are:
1. To work with developers and see that Falls Water Co., Inc.'s interests and standards are met
during the planning stages of new additions to the company s service area.
To assist in preparing company financial reports and meet reporting needs of the owners.
To prepare long term and short term project planning to assist Falls Water Co., Inc. in asset
management.
To assist in water right acquisition and management.
To oversee updates of Falls Water Co., Inc. system base map in AutoCAD for new developments
and asset upgrades and additions.
To assist in upkeep of inventory of company s water mains, fire hydrants, main line valves, and
other assets acquired or upgraded by the company.
To assist in upkeep of company s certificate of public convenience and necessity.
To assist in day to day bookkeeping and accounting.
To assist in scheduling of water samples and record maintenance.
Currently many of these items are not being done as effectively as possible due to lack of man
hours available with the current office staff.

The pay rates for Falls Water Co., Inc.'s employees are generally below pay rates for employees in
similar occupations according to the latest available information from the U.S. Bureau of Labor Statistics
May 2006, data. Table 1 shows the U.S. Bureau of Labor Statistics information from May 2006 and
adjustments for prior year inflation on the income for the years 2007 and 2008 (2007 inflation rate,
which is the rate affecting 2008 median income, is the average of the available monthly data for January
through July 2007). The last column in the table shows Falls Water Co., Inc.'s highest paid employee
income for that category. The only categories that have employee incomes higher than the Bureau of
Labor Statistics median income (when adjusted for inflation for 2007 and 2008) are the Office Clerk and
the top paid System Operator. The amount of earnings in excess of the Bureau s adjusted median
income level is $804.14 for the Office Clerk and $119.55 for the System Operator. The payroll increase
numbers are quite reasonable when consideration is given to the fact that most of the employees are
paid below the median income level for their occupation, generally by several thousand dollars per year.
The company s board of directors will be meeting in September 2007 to review the proposed
payroll increase. The preliminary review by the board members indicated that they would be approving
the proposed payroll increase.

The current office space rented by Falls Water Co., Inc. consists of a reception area, three offices
office equipment room/break room/storage room, a bathroom which also houses a rack of shelves for
office and bathroom supplies. Currently, the office spaces are used by the General Manager
Bookkeeper, and System Operations Manager. The General Office Clerk uses the reception area. The
current office space is full. It lacks a conference room for office meetings or meetings with contractors
and developers. It, also, lacks sufficient space to store water system maps and has inadequate parking
for the employees and customers. The addition of another administrative employee will exceed the
capacity of the current office space.
The new office space will provide an additional office for a new employee, a room for maps, a
conference room, a dedicated break room, and a room for file storage and office equipment. It will also
provide adequate parking spaces for the employees and customers. The space rented will also have an
area for storing company equipment and inventory which meets well head protection rules.

Idaho Administrative code 58.01.08.512.02 states:
512.FACILITY AND DESIGN STANDARDS - WELL LOT.
A well lot shall be provided for wells constructed after November 1, 1977. The well lot shall be owned in fee simple
by the supplier of water or controlled by lease or easement with a term of not less than the useful life of the well and
be large enough to provide a minimum distance of fifty (50) feet between the well and the nearest property line. (3-
30-07)
01.Use of Chemicals on the Well Lot. No pesticides, herbicides, or fertilizers shall be applied to a well lot
without prior approval from the Department. (3-30-07)
Storal!:e of Hazardous Materials on the Well Lot. No pesticides. herbicides. fertilizers. portable containers of
petroleum products. or other materials known to be toxic or hazardous shall be stored on a well lot. except that:

a. An internal combustion engine to drive either a generator for emergency standby power or a pump to provide
fire flows. and an associated fuel tank. may be placed on the well lot. (5-03)
b. A propane or natural gas powered generator is preferable to reduce risk of fuel spillage. (5-03)
c. Ifa diesel or gasoline-fueled engine is used. the fuel tank and connecting piping must be approved by the
Underwriter s Laboratory. Inc.. double-walled. meet the requirements of the local fire jurisdiction. and
include both spill prevention and overfill protection features. The tank must be above ground and may be
contained within the structural base of the generator unit. A licensed water system operator shall be present
during filling of the tank following a period of usage. or during periodic extraction and replacement of
outdated fuel. (4-05)

d. Should the internal combustion engine be located within the pump house. the floor of the pump house shall
be constructed so as to contain all petroleum drips and spills so that they will not be able to reach the floor
drain(s). Engine exhaust shall be directly discharged outside the pump house. (3-30-07)
e. A spill containment structure shall surround all fuel tanks and be sized to contain at least one hundred ten
percent 010%) of the fuel tank volume. The Department may require additional containment capacity
settings where accumulation of snow. ice. or rain water could be expected to diminish the usable capacity
of the structure. (4-05)
Location of Hydrants. Hydrants of the frost free type shall be placed in the buried piping system at a
minimum of five (5) feet away from the well casing to prevent drain water from accumulating and/or
compromising the grout seal surrounding the well casing.
Current maintenance facilities for the company are found at the well house/shop located on the
well sites of wells 2, 4, and 6. Per the above rule no hazardous materials should be stored on a well site.
The company has been informed by DEQ personnel when sanitary surveys are being done that the
maintenance or storage of vehicles or equipment with internal combustion engines are prohibited under
the above rule. Due to the potential contamination risk posed by the petroleum products used in these
vehicles.

The response to request number 6 is the company s justification to have another facility that is not
located on a well site to store all hazardous materials. The current storage sites will continue to function
as storage for non-hazardous inventory materials. It should be noted that the new office/maintenance
facility is a single building that will accommodate both the office space and the maintenance shop.
Having both functions at the same location will result in improved communication and efficiency
between the two.

The work papers for the testing expense (See "WP Testing" work paper included on the electronic
disc submitted together with the Company s application) shows that the $8 099.69 annual expense is
the weighted average of all tests taken over the waiver periods for all tests. Some tests for IOC, VOC
SOC must be taken once in a three year period. Some tests like nitrates, lead and copper, and
disinfection by products must be taken annually. Coliform tests must be taken monthly. Tests for nitrite
and radiological contaminates must be taken once every nine years. The test year of 2006 shows actual
testing cost expenses. The more expensive tests like the SOC and radiological tests were not scheduled
to be taken in 2006. The actual expense in 2006 is, therefore, lower than the weighted average of all
tests because not all of the different test types were taken in 2006. One item that the company can
work on is test schedules that will try to equalize the expense from year to year.
Another factor in the adjusted expense is the company s new Well #9 which will be completed and
operational by approximately the end of December 2007 or in January 2008. The test year of 2006
would not have actual expenses for a well that was only in the planning stages at the time. The
annualized weighted average of the new well's tests is $1 116.00.

The maintenance person was hired in August 2006. The employee s wage, including employer
taxes and expenses, included in the labor costs is $35 873.66.
Between 2003 and 2006, the number of connections has grown 59.6%. The growth is not
complete. Currently, fourteen active developments are building homes. Three other developments are
in the planning stages and/or installing infrastructure. The high volume of new infrastructure being
installed has presented challenges to the company. It was found that without inspections by the
company, many contractors installing the water mains and services would cut corners with respect to
the quality of bedding for the pipelines, when thrust blocks were being poured, pipes and joints were
not being wrapped in protective plastic coverings, and work inside the meter barrels was not to Falls
Water Co., Inc.'s standards (ie. Insulator pads not installed, meter support bars not installed or installed
at wrong height, and pipe heights in the barrel were different enough to cause issues when meters were
installed). Existing manpower was not able to keep up with the normal customer service and system
maintenance and also provide sufficient time for proper inspection of new assets.
With the increase in new assets, it was determined that some routine maintenance items such as
hydrant flushing, street valve exercising, and other such maintenance should take a higher priority than
in the past. In the past, flushing of hydrants occurred only after a customer complaint of water quality,
although, a few known trouble spots were being flushed twice a year. The main reason for the
maintenance not being completed was a lack of manpower. The field operations manager, a salaried
position, in the past has put in many weeks of 50 to 60 hours. The hiring of the new maintenance
worker has helped reduce the additional hours that the field operations manager has had to work.
The continued growth of the system will continue to require more manpower to satisfactorily
meet the customers' needs. The ability to do more of the routine maintenance has presented the
opportunity to re-evaluate how the system is being operated. The company continues to evolve and
look for ways to utilize its assets effectively. Programs to account for the company s lost water are
becoming more important. Especially in light of Idaho s water right issues and tightening water supply.
To implement such programs takes additional manpower.

All employees in the field perform customer service work. They are not assigned just one or two
types of work to perform. All of the field employees become trained in all aspects of operating the
water system. The list of responsibilities includes:
1. Turning water on/off and taking meter readings for customers moving in/out of the
system
2. Installing new meters in new construction
3. Replacing meters that become inaccurate or malfunction
4. Setting meter barrel ring and lid assemblies to grade in new construction areas
5. Locating water mains for digline locates
6. Taking daily well flow meter readings
7. Monitoring disinfection equipment and testing the system s chlorine residual
8. Maintain inventory levels of sodium chloride
9. Taking mandatory water samples
10. Monitoring contractors' installation of new water mains and services
11. Final inspections of new development assets before final acceptance by Falls Water Co.
Inc.
12. Assisting customers who express concerns about high water use by checking for leaks and
testing meter accuracy,
13. Investigate customer complaints about water quality,
14. Investigate customer complaints of low pressure
15. Thaw out frozen lines in meter barrels during the winter
16. Complete work orders that originate with the meter reader (ie. Grass over the meter lid
meter lids that are above/below grade, locate meters where yard grades have been
altered, and install radio read equipment in inaccessible meter locations),
17. Repair water main and service line leaks
18. Repair/replace malfunctioning fire hydrants and street valves
19. Maintain well houses (ie. Clean well houses, maintain valves, check valves, flow meters,
test backup power generation equipment, and perform preventative maintenance on
pumps),
20. Exercise and flush fire hydrants
21. Exercise street valves
22. Upgrade substandard assets (ie. Old meter barrels, broken meter lids/rings, and outdated
meters ),
23. Maintaining parts inventory on service trucks and main inventory,
24. Maintenance of fleet vehicles
25. Read meters each month
As the system grows and the company looks at programs to reduce lost water, better asset
management, and other such programs, the need for additional field service workers becomes
necessary. If growth remains modest at 150 to 250 new connections per year, it would not be unlikely
to see the need for another service worker in two to four years.
Before hiring the last service man , the work orders could back up for a week or more. Currently,
the company is able to keep up with work orders. Unless the work to be done is found to be more
involved than first expected, the work orders are generally completed in one to three days from the
date of creation. Exceptions to this are the work orders generated to install meters in the unmetered
areas of the system, because all work orders are created at the same time and it may take two to four
months to complete all of the work orders.
Currently, work orders are generated only if the work pertains to a specific customer account. If
assets, not associated with a customer account, are fixed or replaced, no work order is currently being
created in the computer system. Many of the cyclical duties of the field crew are not tracked by work
order.
Enclosed with the response is a CD with data files 2005 Work Order Log and 2006 Work Orders.
The file contains information about the work orders from 2005 and 2006. Currently, the completed
work order is filed in the customers' account file and no copy is filed in a single work order file. It would
require substantial labor to go through 3 250 plus file folders to gather and copy all of the work orders.
In 2006 alone, there were approximately 1 900 work orders created. I hope that the included files will
provide sufficient information for your purposes.

The monthly summer meter reading period ends with the October monthly reading. For
November through April, the company will bill the minimum base charge each month. The minimum
charge includes 12 000 gallons of use. Each month, during the time the meters are not read, the
company adjusts the computer billing system s rate for the metered residential customers to correctly
bill customers who move out of their homes during the winter months. The adjustment is made to
include an additional 12 000 each month as follows:

In this manner, the customers moving out of the system are given the maximum gallons possible,
which are included in the minimum monthly charge and billed for only the thousands of gallons which
exceed the number of months since the October reading multiplied by 12 000. For example, the
customer moves out in December with usage of 30 000 gallons. The gallons billed under the minimum
charge for the current billing cycle will be 12 000 gallons, and the commodity gallons will reflect the
deduction of 24 000 gallons (2 months x 12 000 gallons) from the 30 000 gallons of use and 6 000
gallons will be billed at the commodity rate. So under current rates the billing would be $14.41 ($11.
minimum charge plus $2.88 (6 x $0.48 = $2.88) for 6 000 gallons of commodity use above the maximum
number of gallons included in the minimum charges for the two months since the October meter
reading.
In April, when the meter reading is taken, approximately 5% of the customers will have exceeded
the maximum usage of 72 000 gallons for which the minimum charges were billed. The accounts that
exceed the 72 000 gallons are checked for possible leaks and serious leaks are brought to the customer
attention.

Currently the company does not track or record customer complaints. The complaints or concerns
which customers have e-mailed directly to the manager have been kept in the managers e-mail folders.
The company deals with each customer concern or complaint as it is received and works to resolve the
issue in a fair and equitable manner.
