Box 455 Eagle, il 83616 -s.tt;-w-è-o ( Subject:New connections now allowed Dear Mr. DeShazo: DEQ has approved the plans and specifications for the intertie between Eagle Water Company (EWC) and the City of Eagle water systems. That connection has been made and inspected, and the system models have shown that both EWC's system and the City's system can operate within Idaho Rules for Public Dring Water System (IRDWS) requirements with this intertie in place. This improvement to the EWC water system satisfactorily addresses Action Item A.3.a in our letter to you dated July 6, 2007 concernng satisfyng IRDWS pressure and flow requirements for the existing system with the largest source out of servce. The improvement also relieves servce connection restrctions set forth in Items B.3 and B.5 ofthe July 6, 2007 letter. Although longer term connections to EWC wil stil depend on the completion of a new water source as set forth in the July 6, 2007 letter, in the near term there is suffcient pressure, quatity and redundacy to allow new connections to EWC now, specifically allowing new connections in the EWC high pressure zone. Ths means that new subdivisions that have been waiting to have santar restrictions lifted to begin the building permt process can now ask DEQ to recommend the lifting of santary restrictions on their subdivisions. Additionally, the connection can be made to Floating Feather Mobil Home Park. If the agreement between EWC and the City of Eagle is termnated for any reason, and the intertie is disconnected or altered prior to EWC having suffcient other sources on line, DEQ may reimpose santar restrictions on any and all affected connections or subdivisions. The modeling results suggest that system pressure in a substantial par of your distribution system could exceed 80 pounds per square inch (psi) when the intertie is activated, and may exceed 100psi at a few locations. EWC is reminded ofthe requirements oflRDWS § 552.0L.b.iii with regard to the management of high pressure. Once the intertie is activated, EWC should conduct sureys and measurements as required to determne actual system pressures and then take appropriate action as mandated by IRDWS (i.e., individual pressure reducing valves at servces over 100 psi). Finally, we understand that from the Idaho Division of Building Safety, Plumbing Bureau that substantial chages in pressure, regardless of the final pressure, could result in home flooding (from hot water tank pressure relief valves).
