CASE NO. DIA-04- FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO DIAMOND BAR WATER COMPANY The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Scott Woodbury, Deputy Attorney General, requests that Diamond Bar Water Company (Diamond Bar; Company) provide the following documents and information on or before FRIDAY, JULY 9, 2004. This Production Request is to be considered as continuing, and Diamond Bar is requested to provide, by way of supplementary responses, additional information and documents that it or any person acting on its behalf may later obtain that will augment the information and documents produced. FIRST PRODUCTION REQUEST TO DIAMOND BAR WATER JUNE 25, 2004 Please provide answers to each question; supporting workpapers that provide detail or are the source of information used in calculations; the name and telephone number of the person preparing the documents; and the name, location and telephone number of the record holder. Req uest No.1: Diamond Bar s filing in this case introduces the concept of interruptible service. Please demonstrate that Diamond Bar Water System currently has adequate facilities source supply, and water rights to provide uninterrupted service to the proposed service area expansion. Please include an analysis for domestic, irrigation, and back-up supply. Request No.2: Please provide a map of suitable scale showing the location of the construction or expansion and it's relation to other public utilities, corporations, or persons with whom the expanded utility is likely to compete and the location of public utilities in the area that offer or provide similar utility service. Reference IDAP A 31.01.01.112.02 and .03. Request No.3: Please explain how the existing Diamond Bar system will be interconnected to the proposed Boekel Estates service area and a full description of the proposed construction and expansion. Reference IDAP A 31.01.01.112.02. Request No.4: Please provide estimates of the cost to the Company of the construction or expansion and the effects of the construction or expansion on Diamond Bar s revenue requirement. IDAP A 31.01.01.112.05. Request No.5: Please provide the proposed method of financing and the anticipated construction schedule for the proposed construction or expansion. IDAP A 31.01.01.112.04. Request No.6: Regarding water rights: A. Will Diamond Bar Water be receiving any additional water rights related to the expanded service area? B. If so, in what quantity and under what conditions. C. If not, please explain why not. FIRST PRODUCTION REQUEST TO DIAMOND BAR WATER JUNE 25 , 2004 Request No.7: Please describe the type and size of services anticipated for the expansion area ego 1.5" metered domestic service, 1" metered domestic with 2" metered irrigation service, etc. Request No.8: Regarding water charges for fighting fires: A. Does the Company intend to submit a fire protection tariff? B. Please explain why the Company requests that each customer be responsible for the cost of all water used for fire fighting on the customer s lot. C. Please explain how the Company anticipates determining the amount of water used for fire fighting? D. What is the proposed rate for fire fighting water and how was it determined? E. Please indicate whether a similar fire fighting charge is requested for existing Diamond Bar customers? Request No.9: Regarding the proposed restriction on using water for commercial purposes: A. Please define water used for commercial purposes. B. Please explain why the Company is requesting that Diamond Bar Water not be used for commercial purposes. C. Please indicate whether a similar restriction is requested for service to existing Diamond Bar customers. Request No. 10: Hook-up Fees A. Is the Company opposed to a hook-up fee for services in the expanded service area? B. Please provide a detailed estimate of the cost for installing a water service line (from mainline tap to meter tub installation) to each lot in the proposed service area expanSIon. C. Will the service line be installed to each lot as part of the subdivision development? FIRST PRODUCTION REQUEST TO DIAMOND BAR WATER JUNE 25 , 2004 D. Please provide an estimate of the cost for installing a water meter in the proposed service area expansion. Request No. 11: Please explain why Diamond Bar Water has proposed different General Rules and Regulations for the Boekel Estates development customers than those already approved and on file with the Commission for the existing customers of the Company.
