01. The monthly water consumption for 2019 was provided to Staff in Case No. CAP-W-20-01. The
monthly water consumption for each well for 2020
through August 2O2Lis provided as Attachment 1.
#2. a., b., & c. Well# 5 was cleaned, the pump & motor were rebuilt in March 2020. The work performed
was to improve the efficiency of the well and extend the life of the well. Also, during the calendar year,
Capitol Water Corp. did routine maintenance on allthe wells, also to improve efficiency and extend life
to each well.
d. ln 2020 the Company made the previously mentioned capital investments in Well #5, and these
investments should increase the efficiency of this well. The Company routinely makes the necessary and
prudent repairs and investments to maintain and extend the life of its wells.
It is always the Company's plan to refurbish one well per year, given the need for the repairs balanced
with the finance ability of the Company. The Company notes that Staff points out that Well #5 produced
less water, but consumed more energy in 2019 than it did in 2018. For 2O2O, the amount of water
pumped compares favorably to the amount of energy consumed.
The Company has always taken the necessary care of its wells and the entire system, given the financial
constraints of the regulated water business. The Company does not wish to, nor does the Company have
the available resources, to file a general rate case at this time. The Company is not frivolous in its
expenditures - the Company must pay ats electric costs prior to recovery from customers in the PPCA
and therefore does have a financial incentive to use not only electricity efficiently, but the ratepayers
money efficiently. The Company also points out that this year the PPCA is a reduction in rates.
Sincerely,
Dary Bishop
