RE: Surcharge/comments Sirs: First, if there is evidence that I am comingling, embezzling or mismanaging the funds of the Brian Water Corp., I would like to see it so I can correct it. Secondly, consulting with another engineer, the DEQ, other water system operators, someone who has a degree in Economics from George Mason University and the home- owners, we all understand that the base rate for Brian Water has been too low over the years and that a surcharge of $22.50/mo. now isn't unreasonable and building a reserve for future expenses is good business sense. I don't understand your aversion to this. The fact of the matter is the EPA/DEQ are ordering the Brian Water Corp to implement a permanent nitrate mitigation plan and a rate increase is absolutely necessary to pay for it. There is no debate here. (One new well is $30,000). You act as if it may not be needed or maybe I'm trying to run some sort of scam. The $1 5/mo surcharge may be enough IF we came find some long term financing. A cash reserve would be a big help. I have to wonder if after six months, it would take the PUC another six months to decide the surcharge should be continued. There is a reason none of the homeowners have sent letters objecting to my proposed rate increase. They are on there own out there with no other system to connect to. Therefore, with a small customer base, the shared cost of operation is higher for each household. Tony Bowar Brian Water Corp.
