RE: remaining questions of production request
Questions 1 - 17 were answered and sent to Gerr Galinato last month. Answers
to the remaining questions are as follows:
18-20 Not applicable to this rate raise request. A rate raise to pay for two new wells
and engineering costs wil come later when details and exact costs is known.
21-22 Submitted
23. Brian Water Corp doesn't collect deposits.
24. Enclosed
25. I have never terminated service to anyone. If someone gets too far past due, I simply
send them a letter stating that their service wil be shut off if I don't receive payment within two
weeks. They then call or pay and that's it.
26. No
27-28. I haven't had any complaints as far back as I can remember.
29. I don't send out a summary of the Company's rules. I don't have any "rules".
Essentially, everyone knows the deal..ifyou don't pay your bil you may lose service and service
from the meter to their house is the homeowners responsibility. If anyone has a question, they
call and I answer it.
30. Everyone is notified when there is a rate change. When a new customer calls to sta
service, I tell them the rates at that time.

RE: Requests/Questions
1. Delivered
2. The Brian Water Corp stil serves 46 customers.
3. The estimated cost to install one of these meters was over $1500.00. I don't have that kind
of money available.
4. My primar well is the older well (#1). Driled in 1962. It is 68 feet deep. There is no well
log for this well.
5. I haven't found anyone to test myoid meters. I called United Water but they couldn't. I'm
asking around again to see if there is anyone that does this tye of testing. I replace meters
at a rate of2-3 per year. Cost is $60 each w/o labor... $1500 + to replace 25 meters.
6. There were a few things that were taken care within two weeks of the inspection.
7. I'm the only operator. I was grandfathered in to begin with and I'm scheduling to take the
exam for renewal in June.

12. The 4,000 gallon minimum could be lowered. I have no rationale for leaving it where
it at 4,000. It's been the minimum for 40 years.
13. The cost of operation is prett much the same each month rain or shine. My sales and
revenues star increasing in April and May. Last year, for example, it was cool and rained
almost every day. Consequently, my revenues were down from normal years. An increase
in the base rate wil not be affected by weather. Also, it wil provide a larger base revenue
even if a household situation changes (i.e. Kids grow up and leave, a single person moves
in etc).
14. I switched to bi-monthly biling years ago. I believe United Water does also. It saves
a little money and all my customers are good with it. What's the advantage to monthly
billng?

18. My engineer is working on this. Report wil be available in a month or so.
19. This wil be included with the engineer's report. Reverse Osmosis and Ion Exchange
were discussed but are too expensive.
21. Financing is problematic. Timing for DEQ financing won't work, Brian Water doesn't
fit the qualifications for NRDA/SDA. As we discussed in our meeting, a loan from my
ban with the support of the PUC may be the only option.
22. The DEQ has wrtten a Consent Order with a timeline for completing each step. I have
60 days to hire an engineer. Then six months to submit an engineering report as to how
the system wil be brought into compliance. They would like to see the project completed
in a year. (If the nitrate levels were to fall below the MCL for a period of time, I could
delay the project)
23. I think in terms of the "bottom line". When someone sits down and wrtes a check for
their basic water service, they would pay Brian Water $12.50 (now), Duquette Pines in
Idaho City $20. United Water ...1 think around $18 for 4000 gallons. The city of
Ashton, Idaho is raising their base rate to $25 to fix their nitrate problem.
