The Staffof the Idaho Public Utilities Commission, by and through its attomey of record,
Edith Pacillo, Deputy Attorney General, requests that Bar Circle "S" Water Company
(Company; Bar Circle "S") provide the following documents and information on or before
MONDAY, OCTOBER 1, 2018.
This Production Request is to be considered as continuing, and Bar Circle "S" is
requested to provide, by way of supplementary responses, additional documents that it or any
person acting on its behalf may later obtain that will augment the documents produced.
Please provide answers to each question, supporting workpapers that provide detail or are
the source of infomration used in calculations. The Company is reminded that responses
pursuant to Commission Rules of Procedure must include the name and phone number of the
person preparing the document, and the name, location and phone number of the record holder

REQUEST NO. 1: Please provide a copy of the signed main extension agreement
between the developers of Garwood Corner and Bar Circle "S".
RESPONSE: See attachment 1, lA, 1B, lC, lD, lE, lF, lH
RBQUEST NO.2: Bar Circle "S"s Tariffallows the Company to charge a customer
requesting new service $2,500 when there is no existing service line tap to the main or meter box
in place. The Company's Application states that Bar Circle "S" will connect the water line
constructed by the subdivision developer to Bar Circle "S" system at two points: Garwood Road
and Dolan Road. It goes on to say that the "hook up fee due at each closing of each purchased
lot is $2,500." The meaning of this is unclear. Does the Company intend to collect $2,500 for
each of the two points of connection mentioned above at closing of the sales transaction, i.e., the
purchase of Lot 2 to McCarthy Capital Inc.?
RESPONSE NO.2: No. See Response No.4
REQIIEST NO. 3: If the answer to Request No. 2 above is yes, does the Company think
the actual cost of connection will be less than the total of $5,000 collected at closing?
RBQUEST NO. 4: If the answer to Request No. 2 above is no, does the Company
intend to collect $2,500 for each of the planned lots in the subdivision at the time of closing the
sales transaction referenced above? If so, what does the Company intend to charge customers
requesting service after Bar Circle "S" assumes ownership of the subdivision's water line
extension?

RESPONSE NO.4: The Company intends to collect the $2500 hook up fee for each of
the 25 lots upon the Subdivision's Final Approval from the Kootenai County Planning and
Znfug. Bar Circle "S" Water intends to charge each new customer the same rate schedule as the
Company's tarifffor all Bar Circle "S" Water Co Customers.
See Attachm ent #4 and #4A.
REQUEST NO. 5: Does the developer intend to install a water main line, service line
taps and meter boxes within the subdivision prior to Bar Circle "S" assuming ownership?
RESPONSE NO.S: No. Developer will install water main, service line taps and meter
boxes upon approval of Kootenai County Planning and Zoning. Bar Circle "S" will assume
ownership upon County approval.
The developer will be under the supervision of Bar Circle "S" Certified Water Master during
installation.
REQUEST NO. 6: Please describe the plant in service the developer is going to install.
Please be specific, providing the best estimate of the number of feet of pipeline, number of lot
connections, number of meter pits, meters, etc.
RESPONSE NO.6: The developer will install 7500' of water main line, 25 meter pits,
25lot connections, and 25 meters.
REQUEST NO. 7: Will the developer construct a well and provide a pump and well
house within the proposed Garwood Comer?

configured. Please show the locations of all mains, fire hydrants, wells, pumps, booster stations,
storage tanks and reservoirs. Include the following information:

RESPONSE NO 12: Not currently. Once approval has been achieved from local
government agencies, all agreements are signed and the water rights turned over to Bar Circle
"S" the Garwood Corner Subdivision will be in the Company's service territory.
REQTIEST NO. 13: Please provide the current Idaho Deparfinent of Water Resources
(ID'MR) identification numbers (Basin-Sequence-Suffix) for all water rights crurently held by
the Company, and all water rights that will be transferred to the Company as a result of this
transaction. For each water right, identifr the current, or planned Point of Diversion (Well).

"S" customers. Please provide the fire flow requirements currenfly specified by that fire

be specified when the expansion described in the Company's Application is completed.

REQUEST NO. 15: The Commission's Uniform Main Extension Rule for Water
Utilities govems how a water utility provides service to new customers in situations where a
main extension from the utility's existing distribution system is required. The Rule was
previously incorporated into Bar Circle *S" Tariffand is attached to this Production Request.
Section C of the Rule applies to extensions to serve subdivisions. Based on information that has
been provided by the Company thus far, Staffs understanding is that Bar Circle "S" does not
intend to collect an advance payment from the applicant/subdivision developer, which is allowed
under Rule C.l.c. lnstead, the Applicant will construct and install the necessary facilities and,
upon completion, convey ownership to Bar Circle "S". Is Staffs understanding of the
Company's intent correct? If no! please explain how the main extension and other necessary
facilities will be provided pursuant to the Uniform Main Extension Rule.

RESPONSE NO. 15: No. The Company does intend to collect the $2500 hookup fee
for each of subdivision's lot once the approval has been received from the government agencies
involved. The Applicant/Developer intends to install all the necessary infrastructure for the
water main extension at no cost to Bar Circle "S" and under the supervision of Bar Circle "S"
Certified Water Master.
REQIIEST NO. 16: Please provide the reports of any engineering studies that have
been performed in order to determine how the plant will need to be modified in order to support
the expansion described in the Company's Application.

Departrnent of Environmental Quality or the Idatro Division of Water Resources in support of the
expansion described in the Company's Application.

Bar Circle S Water Co requests IPUC approve the extension ofthe water line from the east end of Dolan
Rd to Lot 1 and Lot 2 Block 1 Garwood Corner.
It will be a looped system with hook ups on Gamood Rd and Dolan Rd. The hook up fee due at each
closing of each purchased lot is $25{)0.
Any and All water rights of the mentioned lots and Block rxill be transferred to the Bar Circle S Water
Co.
The water will be supplied by the three {3} wells already in service, 1-16" well, 1-10" well, 1-6" well and
a 185,000 gal resenloir.

I am a member of North ldaho Rose, LLC, owner of Lot z, Block r, Garwood Comer
subdivision. North ldaho Rose, LLC is in the process of sellingapproximately 6o acres of this
lot to McCarthy Capital, lnc, which also owns the adiacent propefi to the west- A diagram
of the property we are selling is attached for reference.
McCarthy Capital plans to indude this 6o acres in a subdivision of the property, and
we understand they are seeking water service from the Bar Circle S water system. We
understand that you have a process to undertake with the regulatory agencies to expand
your service area. This letter represents authorization from North ldaho Rose, LLC, to start
that process for the 6o-acre portion of the property that we currentty own, to assist
McCarthy Capital in moving this effort forward prior to their closing on the property.

I am the President of McCarthy Capital, lnc., owner of Lot t, Block t, 6arwood Corner
subdivision. McCarthy Capital is also in the process of acquiring approximately 6o acres of
Lot z, Block r, Garwood Corner from North ldaho Rose, LLC. As you're aware, the property is
generally located off the east end of Dolan Road and north of Ganruood Road.
McCarthy Capital plans to subdivide this property, totaling approximately t36 acres,
into approximately z4 lots. A copy of the draft plat is attached. To provide water service to
the lots in this subdivision, we would like to connect to the Bar Circle S water system. We
understand that you have a process to undertake with the regulatory agencies to expand

McCarthy Capital is in the process of purchasing the majority of Lot 2 from North ldaho
Rose, and will be pursuing a subdivision of approximately 1J6 acres into s-acre parcels.

Rate Schedule I nformation:
Your water usage is determined by the readirg on the meter and/or mebrs. These readings are
taken the first riveek of each month (April through November) and the consumption figures are
measured in gallons used.
Bar Circle S Water Co bills each customer every month based on the frollowing rate schedule.

meter and/or meters are read April 1 of the following spring and prorale the billing according to

NEW CUSTOMER CONNECTION CHARGES
For a first time connection to the Bar Circle "S" Water Company system when an
existing service line and meter base are already in place on the property the charge
is $400.0O.
!f there is no service line tap to the Company's water mains or meter box in place on
the property the charge is $2,500.00.
When the installation of a new service line rquires the Company to bore a line under
a road, all additional costs will be charged to the customer on a time and materials
basis. The new customer may, at their option, hire a Bar Circle "S" Company approved
independent contractor to perform the road bore and connection. The Company
will require such contractor to show proof of bonding, licensing and insurance and have
at least five (5) years of experiencine at hot tapping water lines. Bar Circle 'S"
Water Company's Water Master will inspect and approve all the work being
performed to insure compliance with the Company's installation requirements.

BAR CIRCLE S VATER SYSTEM
ENGINEENNG REPONT
PRESSURE ZONES
The system consists of only one pressure zone with no pressure reducing valves. The total elevation
change isjust under 70-ft. The target zone pressures are 40 to 80 psi. Pressures under the analyzed
demand scenarios are listed below.
SYSTEM ANALYSIS
The proposed system was analyzed using WaterCAD V8i by Haestad Methods to veriff compliance with
Idaho Rules for Public Drinking Water Systems (IDAPA58.01.08 section 552), lO-State Standards, and
the requirements of the Northern Lakes Fire Protection District. Unit demands were distributed across the
nodes in the model to accurately reflect dynamic system operation. Peak hour and max day plus fire flow
were analyzed with a steady-state model. The model consists of 56 junctions, 80 pipes, two wells with
pumps, four booster pumps, one fire pump, and one tank. The WaterCAD system map is in Appendix E.
Flow testing for calibrating the existing system was completed on October 17,2008. This testing was
coordinated and observed by Ben Weymouth, P.E., with Toothman-Orton Engineering Co. The fire
hydrant located betweenjunctions 48 and 49 was opened, and residual pressures were read at the hydrant
at junction 54. The test data is included in Appendix D. This data was used to calibrate the model by
adjusting the Hazen-Williams C-factor until the residual pressure in the model matched the observed
system pressure. Average day demand, a reservoir at elevation 2502.90 (90 psi at the pump house) for
system supply, and 154 ERU's was used for the calibration model. An adjusted C-factor of 142 was
determined and used throughout the model for system analysis.

SYSTEM IIYDRAULIC MODEL RESULTS
The following results were obtained by use of the hydraulic model. The minimum required pressures
noted above are maintained for each scenario unless otherwise noted. The existing system represents all
212 connected and approved ERUs. Phase I of Double T Estates is the existing system plus 16 ERUs
(228 ERUs), and Phase 2 of Double T Estates is the existing plus 46 ERUs (258 ERUs).
Average Day
The average day scenario was not modeled because minimum system pressures will be experienced
during either the peak hour or maximum day plus fire flow events. Pump run time is not part of the
analysis.
Peak Hour
For the existing system, the minimum pressure is 52 psi, and the maximum pressure is 80 psi. peak hour
flows for Phase I of Double T Estates are 43 to 72 psi. Phase 2 of Double T Estates will be required to
add an additional pump with a minimum capacity of 135 Wm @ 125 feet to maintain system pressures
during the peak hour. With this pump, the pressures are 42 psi to 7l psi. The 135 gpm will aiso bring the

Bar Circle "S" Water System

Bar Circle S installed and completed a new well for the service of Double Tee Estates. The new well was
drilled and completed in March of 2016 and the piping installed the summer of 2016. However the final
controls and electrical were not completed until winter of 20\7. This report summarizes the completion
and testing of the new well for regulatory purposes.
The well and water system are located in SEC26, T52, R4W on a dedicated well site for the water system.

The well was test pumped on April 1.4,201.6. The well was test pumped for 6 hours and 45 minutes at
various discharge rates. The proposed design pumping rate is 450 gallons per minute. The test pump
was capable of pumping 650 gallons per minute. The well was initially pumped at 300 gpm for 15
minutes and brought up to 400 gpm and then pumped a 500 gpm for 4.5 hours. Draw down was
measured in the well and the adjacent production well.
Static water level dropped 3.5 feet during the 500 gpm test pumping and stayed consistent for over 4
hours. The static level dropped .15 feet in the adjacent well during the test pumping.
Production was increased to 650 gpm and the static level dropped 1.2 additional feet in the production
well and only dropped .05 feet in the adjacent well.
Based upon the well development test results we conclude that the new well can provide 500 gpm with
adverse affects on the adjacent wells.
Both wells recovered to previous levels within 1 minute of pumping shut down.

System Overview
The Bar Circle S water system (System) is classified as a community water system serving the Bar
Circle S Ranch subdivision, Garwood Business Center Subdivision, Double T Estates Subdivision,
Country Estates and the Garwood Elementary School.
The System is supplied by wells 1 and2 drawing from the Rathdrum Prairie Aquifer. Well 3 was
completed in March 2016, and had not yet been brought on line to supply the System. System storage
is provided via a 185,000 gallon reservoir receiving water from the designated transmission main
supplied by wells I and2. Booster pumps draw from the reservoir to provide boosted pressure to
distribution.
A primary logic controller (PLC) system housed within the booster station generates the call for water
from wells I and2 based on pressure transducer readings reflecting reservoir level. Autodialer alarms
are generated from the PLC via cellular communication to the responsible charge operator in the event
of low or high reservoir level, power failure or actuation of the I l0 hp fire pump. A 125 kW diesel
generator equipped with secondary containment (double lined barrel) provides back up power to well 2
and the booster pumps (including the fire pump).
The System maintains an emergency intertie with the neighboring Alpine Water District. A gate valve
provides separation between the two approved water supplies.
Source Information
The System's notice of claim to a water right is being reviewed by Idaho Department of Water
Resources (IDWR). Wells are described separately below.
I
Well 1
Well I was drilled in 1977 and is located on North Circle S Trail on a 0.98 acre parcel owned by Bar
Circle S Water Inc. The well is protected inside a locked well house and meets all required setbacks
from potential sources of contamination. The Driller's Report on file indicates the l6-inch steel-
cased well was cable tool drilled to a depth of 342 feet below ground surface (bgs) and constructed
with a 50- foot cement grout and puddling clay surface seal. The well was equipped with a telescoping
screen from 322 to 342 feet. The lithologic log indicates the well was drilled through multiple layers of
sand, gravel, and boulders. A static water level was reported at260 feet bgs.
DEQ records indicate a back-up well on the property was originally equipped with a 1.5 hp pump. The
pump was transferred to the casing of well I for back up purposes and later removed. The back-up well
is capped and physically separated from the system; however, does provide a conduit through which
contamination may reach the aquifer. As such, it is strongly recommended the back up well be
properly abandoned as per IDWR. DEQ will notify the System as grant funding opportunities for well
abandonment become available in the future.
The well is equipped with a 60 horsepower submersible pump producing approximately 450 gpm.
Since the time of the field inspection, the screened mushroom cap vent was re-installed off the well
cap. Photos of the vent were provided and saved to the System file. The well discharges via signal
from the pressure transducer installed on the l0-inch ductile iron shared inflow/outflow main to the
185,000 gallon reservoir. Valves are installed on Circle S Trail adjacent to the well lot to isolate the
connection to the reservoir and allow for the well to discharge to the lO-inch distribution main.
However, a mechanism to actuate the well under these operating conditions to preclude over-
pressurization of the system is not currently provided. Well discharge may be isolated from distribution
and routed to waste via a fire hydrant on the well lot property.
The well discharges via a pitless adaptor to a below grade vault constructed from a steel culvert housing
well discharge appurtenances. Discharge appurtenances include: an instantaneous and totalizing flow
meter, check and gate valve, pressure gage and source sample tap. A I -inch galvanized line is installed
on well discharge downstream of the gate valve and is required to be physically disconnected and
capped prior to October 31,2016.
Well3
Well 3 was completed in March 2016 on the common well lot with well I atNorth Circle S Trail. The
well was drilled approximately 20 feet north of the existing well house and meets all required setbacks
from potentialsources of contamination. The Driller's Report is on file and indicates the l0-inch
steel-cased well was air rotary drilled to a depth of 340 bgs and constructed with a 60 foot bentonite
grout surface seal. The well was equipped with a slot size 0.50-inch screen from 318 to 338 feet.
The lithologic log indicates the well was drilled through multiple layers of sand, gravel, and boulders.
A static water level was reported at250 feet bgs.
The well is also equipped with a 60 horsepower submersible pump producing approximately 650
gpm. The well discharges via pitless adaptor to a concrete vault located inside the well house building.
Well discharge appurtenances include an instantaneous and totalizing flow meter, check valve, and gate
valve. Prior to the well supplying the System, discharge appurtenances will also include a smooth
nosed sample tap, pressure gage and screened vent as required by the Idaho Rules for Public Drinking

Water Systems (ldaho Rules). The well will also be equipped with a mechanism to isolate the well
from distribution in order to discharge to waste.
Under future routine operation, well 3 will also discharge via a designated 6-inch main to supply the l0-
inch designated transmission main feeding the reservoir. The well is also configured to actuate based
on settings relayed from the pressure transducer installed on the lO-inch ductile iron shared
inflow/outflow main to the reservoir. Valves are installed on Circle S Trail adjacent to the well lot to
isolate the connection to the reservoir and allow for the well to discharge to the lO-inch distribution
main. However, as with well l, a mechanism to actuate the well under these operating conditions to
preclude over-pressurization of the system is not currently provided.
Initial monitoring from well 3 will be required at the time the source is brought on line to supply the
System. Please notiff our office at this time so that monitoring requirements may be assigned.
Well2
Well 2 was drilled in 1993 and is located at 654 W Garwood Road on a0.42 acre parcel owned by Bar
Circle S Ranch Water Inc. The well meets all required setbacks from potential sources of
contamination. The Driller's Report on file indicatesthe 6-inchcased well (8 inches to 20 feet
bgs) was air rotary drilled to a depth of 360 feet bgs and constructed with a 20 foot bentonite clay
surface seal. The well casing was perforated (r/z-inch by 2-inch) between 335 and 352 feet. The
lithologic log indicates the well was drilled through multiple layers of sand, gravel, and clays. A static
water level was reported at260 feet bgs. A mushroom vent equipped with screen is installed on the
well cap.
The well is equipped with a 5 hp submersible pump producing approximately 30 gpm; the pump is
actuated by the ultrasonic level sensor installed in the reservoir. During non-irrigation periods, the well
operates routinely in lead. The well discharges via pitless adaptor into the booster pump building to
supply the reservoir. A flow meter, sample tap and isolation valve are installed on the galvanized well
discharge in the booster pump building.
Under regular operating conditions, the well discharges to the reservoir. Gate valves are provided on
well discharge to isolate flow to the reservoir and discharge directly to distribution; however, as with
well l, pump controls are not provided to actuate the well under this configuration.
Distribution System
Booster station
The distribution system is provided with boosted pressure via five centrifugal pumps housed in the
booster station sharing the 0.4 acre property at 654 W Garwood Road owned by the Bar Circle S Water
Co. While the reservoir is configured with a shared l0-inch ductile iron inflodoutflow main, check
valves preclude the reservoir from gravity supplying distribution. Rather, gravity supply from the l0-
inch ductile iron main supplies the booster station via a tee located between check valves and reservoir
discharge. Under regular operation, four 10 hp centrifugal pumps and one 110 hp fire pump actuate in
response to pressure switch settings in a fixed rotation as per the table below (amended from 2013

survey). Booster pumps are equipped with an automatic low level reservoir cut off. A pressure relief
valve, instantaneous and totalizing flow meter, and sample tap are provided on boosted discharge to
distribution.

Since the 2013 survey, fire pump impellers were replaced, reducing the pump horsepower from 150 to
I l0 hp. Following replacement, Northern Lakes Fire Protection District conducted additional fire flow
testing from distribution and found flow rates exceeded minimum requirements of 2,500 gpm at3,121
gpm.
The four l0 hp pumps actuate based on pressure switches on boosted discharge. It appears the 110 hp
fire pump is actuated via a separate pressure switch control system (Firetrol, Inc.) monitoring boosted
pressure entering the reservoir, United Crown Pump and Drilling will be providing clarification on this
configuration. The operator reported during the survey that the fire pump automatically responded to a
recent fire flow demand on the System.
Three Challenger hydropneumatic bladder tanks ride on boosted discharge. The tanks were last tested
on March 30,2016 and may be individually isolated and drained. Each hose bibb drain is equipped
with adequate backflow protection.
Reservoir
Distribution storage capacity is provided via the 185,000 gallon Mount Baker Silo above grade concrete
reservoir constructed in 1997. The operator indicated original reservoir construction included a lining
between reservoir joints. The reservoir exterior was found to be in excellent condition, no leaks were
observed during the field inspection.
As previously indicated, reservoir levels are maintained via a pressure transducer installed on the l0-
inch ductile iron main shared inflow/outflow to the reservoir. The transducer modulates actuation of
wells via the PLC to maintain storage levels set by the operator.
As a follow up to the survey, photos of the screened reservoir vent and locked reservoir access roof
hatch were provided. The operator indicated the reservoir hatch is equipped with a water tight seal.
The reservoir overflow discharge outlet was inspected during the survey and found to be adequately
equipped with 24-mesh screen.
Distribution Main
The distribution system serves 165 metered residential connections. Distribution mains consist of 6-,
8- and lO-inch Class 160 PVC and C900 main. Distribution pressure ranges between 50 and 70 psi.
The operator indicated that the System is currently reviewing potential benefits of construction of a

northern booster station. While distribution main pressure in the northern zone averages 50 psi, sizing
of some service connections may be attributed to observed flow restrictions by respective customers.
The operator indicated distribution main is primarily looped; with all dead end main terminating at fire
hydrants. As per the Idaho Rules, dead end mains are required to be flushed at a minimum velocity of
2.5 feet/second at a minimum frequency of twice per year.
According to Tyler Drecshel, Fire Marshall with Northern Lakes Fire Protection District, the System is
required to meet commercial fire flow requirements of 2,500 gpm for two hours. Fire flow testing
conducted under the oversight of Fire Marshall Drecshel within the past year demonstrated system
capacity of 3,121 gpm.
Cross Connection Control Implementation
As per the Idaho Rules, the water system purveyor is responsible for implementation of a Cross
Connection Control Program. The water system purveyor is defined as "the person, company, or
association who provides or intends to provide drinking water to the customers and is ultimately
responsible for the public water system operation." The Water Company is considered the purveyor
ultimately responsible for implementation of the Bar Circle S program.
The following Rule citation (IDAPA 58.01.08.552.06.a-e) lists the minimum requirements of a Cross
Connection Control Program:
Cross Connection Control Program - Community lhatur Systems. The water purveyor is responsible
through its cross connection control program to take reasonable and prudent measures to protect the
water system ogainst contamination and pollutionfrom cross connections through premises isolation,
internal or in-plant isolation, fixture protection, or some combination of premises isolation, internal
isolation, andfixture protection. Pursuant to Section 543, all suppliers ofwaterfor communitywoter
systems shall implement a cross connection control program to prevent the entrance to the system of
materials lmown to be toxic or hazardous. The water purveyor is responsible to enforce the systems
cross connection control progrom. The program will at a minimum include:
l. An inspection program to locate cross connections and determine required suitable
protection. For new connections, suitable protection must be installed prior to providing
water service.
2. Required installation and operation of adequate bacffiow prevention assemblies.
Appropriate and adequate bacfflow prevention assembly typesforvariousfacilities, fixtures,
equipment, and uses of water should be selectedfrom the AWWA Pactfic Nortlwest Section
Cross Connection Control Manuol, the Uniform Plumbing Code, the AIIWA Recommended
Practicefor Bacfflow Prevention and Cross Connection Control (Ml4), the USC
Foundation Mqnual of Cross Connection Control, or other sources deemed acceptable by
the Department. The assemblies must meet the requirements of Section 543 and comply with
local ordinances.
3. Annual inspections and testing of all installed bac$low prevention assemblies by a tester
licensed by a licensing authority recognized by the Deportment. Testing shall be done in
accordance with the test procedures published by the University of Southern Califurnia
Foundotionfor Cross-Connection Control and Hydraulic Research. See the USC
Foundotion Monual of Cross-Connection Control referenced in Subsection 002.02.

5. Assemblies that cannot pass annual tests or thosefound to be defective sholl be repaired,

replaced, or isolated within ten (i,0) business days, water service to thefailed assembly shall
be discontinued.
As part of the survey, a conference call was held with the System Administrative Contact, Cristy
Turnipseed, to discuss the current implementation status of the System's Cross Connection Control
Program. While an initial inventory of backflow prevention assemblies was established several years
ago, the progrilm has not been actively maintained. The current implementation status is considered a
deficiency of the ldaho Rules.
The System has indicated staffwill begin to re-implement the program prior to July 31, 2016by
conducting an initial survey of potential cross connections at services. The System then plans to
require backflow assembly testing at applicable services prior to the conclusion of this year's irrigation
period. Thereafter, annual testing of backflow prevention assemblies will be required in the spring.
The System provides a service connection to the Garwood Elementary School. As a follow up to the
Survey, the operator contacted the school and learned a boiler system is not installed.

Source monitoring results summaty
Source water quality monitoring currently meets all regulatory drinking water standards. Nitrate
results from wells 1,2 and 3 ranges between 0.92to 1.3 mglL. The maximum contaminant level
(MCL) for nitrate in drinking water is 10.0 mglL. Arsenic levels from the wells I and 2 have been
consistently below minimum laboratory detection limits over the last ten years. Engineering
monitoring collected from well 3 for arsenic was also below minimum laboratory detection limits.

Distribution monitoring results summary
Lead and copper monitoring results from the last round of five samples collected in August 2013
indicated very low levels of lead (0.0014 to 0.0030 mg/L) and copper (0.0519 to 0.1l0 mg/L) in the
drinking water supply. The action level for lead is 0.015 mgll- and for copper is 1.3 mg/L. A round of
five lead and copper samples from distribution sampling locations identified by the System's site
selection criteria will be due prior to September 30, 2016.

As a community water system, monthly monitoring tbr total colifbrm in distribution is required. The
system utilizes a coliform monitoring plan consisting of five rotating sampling locations representing
the distribution system. A review of coliform sampling locations over the past year indicates
coliform samples are collected from four locations on the distribution system: 18664 N Ramsey
Road, 20873 N Wandering Pines, Garwood Road, and 18895 N Ella Road. The sampling plan is
representative of the distribution system served.
The Idaho Rules for Public Drinking Water Systems have been updated since the time of the last
sanitary survey with regard to distribution depressurization response. As per ldaho Rules
58.01.08.552.01.b.ii.1-2 during unplanned or emergency situations, when water pressure within the
system is lcnown to hove decreased below 20 psi, the water supplier must notify DEQ, provide
public notice to affected customers within 24 hours and flush and/or disinfect the system. When
sampling and corrective procedures have been conducted, the water supplier may re-nottfu the
affected customers that water is safefor consumption. During planned maintenance or repair
situotions, when water pressure within the system is expected to foll below twenty (20) psi, the water
supplier must provide public notice to the affected customers prior to the planned maintenance or
repair activity and shall ensure that the water is safe for consumption.
Management Capacity and Operator Certification
The Bar Circle S Ranch water system is classified as a Very Small Water System and is under the
direct oversight of responsible charge licensed operator, Robert C. Turnipseed who holds a V ery
Small Water System license (DWDVSWS-12219). Roben N. Turnipseed is also listed as the operator
of record for the system and holds a Very Small Water System license (DWDVSWS-12209GP).
The water system is privately owned and operated by Bar Circle S Water Incorporated. The System
is regulated by the Idaho Public Utility Commission.
Rate Structure
The water system charges a metered rate of $27.43 per month for 0 to 7,500 gallons. Additional
usage is billed at arate of $1.74 per 1,000 gallons.
Conclusion
The Bar Circle S public drinking water system was found to be conscientiously operated. At the time
the System is actively implementing their Cross Connection Program, it will be fully operating in
compliance with the Idaho Rules for Public Drinking Water Systems.
Below please find a list summarizing the deficiencies, additional requirements and recommendations of
the survey.
Deficiency
l. The System is not actively implementing a Cross Connection Control Program meeting the
minimum requirements of the ldaho Rules. A timeline for implementation was agreed upon
during a conference call with the System on July 21,2016; details of the timeline are provided
on page 6 of this report.

Additionat Requirementsl. A l-inch galvanized line is installed on well discharge downstream of the gate and valve and is
required to be physically disconnected and capped prior to October 31,2016.
2. Initial monitoring from well 3 will be required at the time the source is brought on line to supply
the System. Please notifr our office at this time so that monitoring requirements may be
assigned.
3. Prior to well 3 supplying the System, discharge appurtenances will also include a smooth nosed
sample tap, pressure gage and screened vent as required by the Idaho Rules. The well will also
be equipped with a mechanism to isolate the well from distribution in order to discharge to
waste.
4. lt appears the I l0 hp fire pump is actuated via a separate pressure switch control system
(Firetrol, Inc.) monitoring boosted pressure entering the reservoir. The operator requested
United Crown Pump and Drilling provide clarification on this configuration to the System and
DEQ.
5. As per the ldaho Rules, dead end mains are required to be flushed at a minimum velocity of 2.5
tbet/second at a minimum trequency of twice per year.
6. The System is required to respond to depressurization events in accordance with Idaho Rules as
described on page 8 of this report.
Recommendationsl. It is strongly recommended the back up well be properly abandoned as per IDWR requirements.
DEQ will keep the System appraised of future grant funding opportunities for well
abandonment in the near future.

The ldaho Department of Environmental Quality (DEQ) received a letter dated July 27,2018
from Robert Tumipseed requesting approval of a water main extension from the Bar Circle S
Water System (PWS IDl280010) to serve twenty four (24) residential dwellings located at the
east end of Dolan Road to Lot I and Lot 2 Block I Garwood Corner (P&S #13836).
Idaho Rules for Public Water Systems, IDAPA 58.01.08 requires the following items are
adequately addressed prior to consffucting water main extensions:o All [...] existing public drinkingwater systems undergoing material modification or
expansion, are required to hsve a currenl facility plan that shall address all applicable
issues specifically required in Sections 500 through 552 of these rules... (IDAPA 502.01)
o Material modification. Those modifications of an existing public water systent
that are intended to increase system capacity or alter the methods or processes
employed. Any project that adds source waler to a systent. increases lhe pumping
capacity of a system, increases the potential population sened by the system or
the rutmber af senice connectians within the system, adds neu: or alters existing
drinking u,aler system componenls, or affects the ,water demand of the system is
considered to be increasing system capacity or altering the methods or processes
employed. Maintenance and repair performed on lhe ststem and the replacement
