AWW-W-13-01 SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO ACME WATER WORKS,INC. The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Neil Price, Deputy Attorney General, requests that Acme Water Works, Inc. (Company, Acme Water) provide the following documents and information as soon as possible, but no later than TUESDAY, JANUARY 7, 2014. This Production Request is to be considered as continuing, and the Company is requested to provide, by way of supplementary responses, additional documents that it or any person acting on its behalf may later obtain that will augment the documents or information produced. Please provide answers to each question, supporting workpapers that provide detail or are the source of information used in calculations, and the name, job title and telephone number of the person preparing the documents. Please identiff the name, job title, location and telephone number of the record holder. SECOND PRODUCTION REQUEST TO ACME WATER WORKS, INC.DECEMBER 17, 2013 In addition to the written copies provided as response to the requests, please provide all Excel and electronic files on CD with formulas activated. REQUEST NO. 20: In reference to the Company's response to Production Request No. I relating to the components of the water system built to date, please respond to the following: o Sheet 1.2 (Ownership and Phasing Map, Phase I - Partial as Built Plan), has the following note for lot numbers 17 - 22:"ADDITIONAL LOTS/ERU'S TO BE SERVED BY WAHLIN PHASE 1. THESE LOTS/ERU"S ARE SERVED LTNDER SEPARATE SEWER AGREEMENT." Please provide a copy of the sewer agreement and a brief explanation for the service arrangements to these six lots. REQUEST NO. 2l: In reference to the Company's response to Production Request No. 3.1, please respond to the following: 1) The Company provided a list of customers (active and inactive) as of October 15, 2013. Please indicate where those customers are located (e.g. Block 3, Lot 1, etc.). 2) For the multi-family or condominium unit customers, please indicate how many are active customers and how many are inactive customers (those who are not currently getting water but the company charges monthly standby fees). 3) For all dwellings currently receiving water service or under standby service (single family, multi-family or condominium buildings), please specify the diameter size of water service lines supplying these properties. If the water service lines are different diameter sizes please provide the number of dwellings and types served by each size. REQUEST NO. 22: [n reference to the Company's response to Production Request No. 4.1, please respond to the following: SECOND PRODUCTION REQUEST TO ACME WATER WORKS, INC.DECEMBER 17, 2013 Please explain or provide a copy of the Company's worksheet showing how the total ERU's to be served was estimated. Include all formulae or assumptions used in the calculations. Please identify all the lots currently served and the remaining lots (i.e., for Phase 1 and Phase 2) that could potentially be served by the present water system (i.e., as shown in the Phase 1 - Partial As-Built), the estimated total ERU's for each lot, current ownership, and lot seller. For example, Block 1, Lot 1 : I ERU, current owner: Acme Water Works, Inc.; Block 2,Lot2: 16 ERU's (Condominium), current owner - Acme Water Works, Inc.; etc. Please provide this information and data in a tabular format. Please provide a separate list and map that identifies all of the lots previously sold by Schweitzer Village Subdivision Joel Wahlin (i.e., the developer) that were not involved in the foreclosure. Please provide a separate list and map that identifies all of the lots in either Phase I or Phase 2that have been foreclosed upon. REQUEST NO. 23: In reference to the Company's response to Request No. 6.8, please respond to the following: l) Does the Company plan to install service meters in the future? If the answer is yes, please indicate what time period. 2) Please provide an estimate of the cost of installing meters for the following: a) existing customers currently receiving water service, and b) new customers requesting water service. 3) If the answer is no to Item No. I above, please state the Company's rationale in proposing a two-block increasing rate design with a minimum charge volume allowance. This Company's proposed rate design requires metered volume of water sales. REQUEST NO. 24: In reference to the Company's response to Request No. 7.1, please provide an itemized cost of actual hookup expenditures for customers to the Company's existing SECOND PRODUCTION REQUEST TO ACME WATER WORKS, INC. 1) 2) 3) 4) DECEMBER 17 ,2013 service lines (1-inch,11l2-inch and 2-inch) as per service line installation shown in Sheet 2.28 (Phase 1- Partial as Built Plan), disregarding recovery cost of previous and future investments in the water system. Please provide copies of invoice(s), if available. REQUEST NO. 25: In reference to the Company's response to Request No. 7.3, please explain how the Company will meter bulk water sales. REQUEST NO.26: Staff understands that the water production from Well No. 1 is metered (Reference Sheet 2.36,Partial as Built Plan). Please provide monthly and annual production flow data from Well No. I since the Company started providing water service until November 30,2013. REQUEST NO. 27: Please provide a complete copy of the Technical, Financial and Managerial Report (including all Appendices) for the Schweitzer Village Water System (aka Acme Water Works, Inc.) completed in June 2008.
