P ACIFICORP'S REQUEST FOR APPROVAL OF AN IRRIGATION LOAD
CONTROL DISPATCH PILOT PROGRAM
On December 5 , 2006 , PacifiCorp dba Rocky Mountain Power filed an Application
requesting approval of an Irrigation Load Control Dispatch Pilot Program. Rocky Mountain currently
has an Irrigation Load Control Program that rewards customers who allow the Company to interrupt
service at designated irrigation pump sites. Rocky Mountain proposes to make changes to the program
after convening workshops with members of the Idaho Irrigation Pumpers Association. The changes
would allow the Company to remotely dispatch interruptions by way of a central network server
maintained in Boise, Idaho, and interruptions would be at the Company s discretion. Rocky Mountain
proposes to implement the program on a limited basis during the 2007 irrigation season, making it
available on a first-come, first-serve basis up to a total participation of 45 MW. At the conclusion of
the 2007 season, the Company plans to evaluate the pilot program and again seek input from
participants and Commission Staff.
Rocky Mountain requests that its Application be processed by Modified Procedure, and
Staff recommends that the Application be processed by Modified Procedure.
COMMISSION DECISION
Should the Application of Rocky Mountain for approval of its 2007 Irrigation Load Control
Dispatch Pilot Program be processed by Modified Procedure?
