IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is issued to Eclipse Communications Corporation, Certificate No. 346, to authorize Eclipse to provide Title 62 telecommunications services, including basic local exchange services, as a competitive local exchange carrrier within the service territories of U S WEST Communications, Inc. in the state of Idaho. The Commission approved Eclipses Certificate by Order No. 27536 issued May 28, 1998. Order No. 27536 limits the areas in which Eclipse is authorized to provide Title 62 services, as depicted in the map attached to this Certificate as Exhibit A. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 27536.
