IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is
issued to Western CLEC Corp., Certificate No. 346, to authorize Western CLEC to provide Title 62
telecommunications services, including basic local exchange services, as a competitive local
exchange carrier within the service territories of Qwest Corporation in the State of Idaho. The
Commission approved the name change from Eclipse Communications to Western CLEC by Order
No. 29211 issued March 27 2003. This Certificate is predicated upon and is issued pursuant to the
findings of the Commission in Order No. 29211.
