Dear Ms. Noriyuki:
Please accept this Notice of Discontinuance submitted on behalf of X2Comm, Inc. d/b/a DC
Communications (“X2Comm”) to notify the Idaho Public Utilities Commission (“Commission”)
that effective September 1, 2022, X2Comm is discontinuing the provision of resold
interexchange telecommunications services and is voluntarily relinquishing its Certificate of
Public Convenience and Necessity (“CPCN”).
X2Comm respectfully requests its CPCN be cancelled September 1, 2022.

Notice of Discontinuance of X2Comm, Inc. d/b/a DC Communications
X2Comm, Inc. d/b/a DC Communications (“X2Comm” or “the Company”), hereby
notifies the Idaho Public Utilities Commission (“Commission”) that effective September 1, 2022,
the Company is discontinuing the provision of resold interexchange telecommunication services
within the state of Idaho and is voluntarily relinquishing its Certificate of Public Convenience
and Necessity.
X2Comm is incorporated under the laws of the state of Nevada on December 21, 1999
and was granted a Certificate of Public Convenience and Necessity to Provide Resold Intrastate
Interexchange Telecommunications Services within the State of Idaho in 2001.

II. CUSTOMER IMPACT AND NOTIFICATION
X2Comm has entered into an agreement with another long-distance carrier to transfer
its customer base nationwide, with the exception of a few states, including Idaho, where the
purchasing carrier does not have a Certificate of Public Convenience and Necessity. For these
states, X2Comm has filed an Application for Discontinuance with the FCC.
Effective September 1, 2022, X2Comm will cease to exist as a provider of resold long
distance service offerings in Idaho and therefore wishes to cancel its Idaho Certificate of Public
Convenience and Necessity.
This proposed discontinuance will affect 16 long distance-only customers currently
served by the Company in Idaho. A Notice has been sent to these customers on May 15,2022
ensuring that they receive enough notice and time to migrate their services to other providers.
A Copy of this Notice is provided as Exhibit A. Any remaining customers will receive a
second notice followed up by a final notice fifteen (15) days’ notice prior to discontinuance.
X2Comm has dedicated customer representatives who are available to assist customers

III. CANCELLATION OF CERTIFICATE
X2Comm, Inc. d/b/a DC Communications respectfully requests that the Commission
cancel its Certificate of Public Convenience and Necessity to Provide Resold Interexchange
Telecommunications Services within the State of Idaho, effective September 1, 2022.

URGENT: Your long distance telephone services will be impacted unless you take action!
Dear Valued Customer,
X2Comm, Inc. d/b/a DC Communications will discontinue offering intrastate and interstate long distance
services to all customers in Connecticut, Hawaii, Idaho, Mississippi, New Mexico, Rhode Island and South
Dakota on September 1, 2022, pending applicable regulatory approvals. Your service will be affected by
this discontinuance.
It is important that you migrate the services you are receiving from X2Comm, Inc. d/b/a DC
Communications to an alternative provider September 1, 2022 to avoid a disruption of your long distance
telephone services. Failure to do so may result in insufficient time to transition your services to an
alternative provider. Please contact X2Comm, Inc. d/b/a DC Communications as soon as possible to
discuss your available options for an alternative service provider.
A filing is being made with the FCC and with the state Commission for approval of this discontinuance of
service.
The FCC will normally authorize this proposed discontinuance of service unless it is shown that customers
would be unable to receive service or a reasonable substitute from another carrier or that the public
convenience and necessity is otherwise adversely affected. If you wish to object, you should file your
comments as soon as possible, but no later than 15 days after the Commission releases public notice of
the proposed discontinuance. You may file your comments electronically through the FCC's Electronic
Comment Filing System using the docket number established in the Commission's public notice for this
proceeding, or you may address them to the Federal Communications Commission, Wireline Competition
Bureau, Competition Policy Division, Washington, DC 20554, and include in your comments a reference
to the §63.71 Application of X2Comm, Inc. d/b/a DC Communications. Comments should include specific
information about the impact of this proposed discontinuance upon you or your company, including any
inability to acquire reasonable substitute service.
