RE:CITIZENS TELECOMMUNICATIONS COMPANY OF IDAHO DBA
FRONTIER COMMUNICATIONS OF IDAHO ("FRONTIER"
INCORPORATING LANGUAGE INTO ITS TARIFF FOR
DELIVERY/NON-DELIVERY OF CALLER ID AND LAST CALL
RETURN CUSTOMER INFORMATION. ADVICE NO. ID-06-07.
BACKGROUND
On November 9 2006, Frontier filed Advice No. ID-06-07. The Company is seeking
Commission approval to incorporate new language reflecting that the Company does not ensure
the delivery or non-delivery of calling numbers or the accuracy or completeness in the name
number or other information delivered in conjunction with Caller ill and Automatic Call Return
services. The Company states that some calls may not display name and/or number information.
The Company also states that information for Automatic Call Return may not be available for
some calls, including those calls from blocked callers, calls from or routed through certain
Utilities and/or third party equipment or networks. It is also possible, as the Company points
out, that certain types of customer provided equipment may block the information.
ST AFF RECOMMENDATION
Staff has reviewed this tariff filing and agrees with the Company s claims. Given the
rural nature of Frontier and those companies it exchanges traffic with, there is always a
probability that caller information may be lost. Moreover, given the nature of number
portability, cellular telephone service and the changing landscape of companies processing calls

it may create a problem for Frontier s network to capture and identify all calls. Therefore, Staff
recommends approval of Frontier s filing with an effective date of December 9 2006.
