Compensationfor interstate access services is receivedthrough tariffed access clurges filed by the National Exchange Carrier Association (NECA)with the Federal CommunicationsCommission (FCC) on behalf of the member companies.These access charges are billed by the Companyto the interstate interexchangecarriers,and pooled with like revenues from all NECA membercompanies.The portion of the pooled access charge revenue received by the Company is based upon its actual cost of providing interstate access service,plus a return on the investmentdedicated to providing that service. Compensation for intrastate/intralata access services is received under a Primary Care Plan. Access Charges are billed by the Company to the primary intralata interexchange carrier,using tariffed access rates filed with the Commission,and are retained by the Company.Toll revenue is billed to the end user at the Primary Carrier's toll rates and is remitted to the PrimaryCarrier. Compensation for intrastatelinterlata service is received through tariffed access charged as filed with the Commission.These access charges are billed to the interlata interexchange carriers and retained by the Company. Accounts Receivable On an ongoing basis,the Company grants credit to customers within the Latah County,Idaho area. The Company generally does not require collateral or other security to support accounts receivable. Credit risk associated with receivables is periodically reviewed by managementand an allowance for doubtful accounts,if required,is established.No allowance for doubtful accounts was considered necessary at December31,2000 and 1999. Investments in A.ÛìliatedCompanies At December31,2000 and 1999,the Company had investments in Affiliate Fund,Inc.,which is a wholly-owned subsidiary of TDS.The Company participates in Affiliate Fund,a fund that purchases short-and intermediate-term government and high-grade investment securities for the benefit of the fund participants.The Company owns a proportionateshare of the fund based upon its account balance as a percentage of the total assets in the fund.Interest income earned by the fund,net of direct expenses,is passed through to the Company based upon the Company's averagedaily balance in the fund. The Company's investments in Affiliate Fund,classified as cash and cash equivalents,are $1,553,810and $1,290,229at December31,2000 and 1999,respectively. (8)INVESTMENTS At December31,2000 and 1999,the Company had no equity securities with readily determinable fair values.Included in investmentsat December31,2000 are two shares of RTB Class C stock.These shares are recorded at cost,as the shares do not have readily determinable fair values.Most of these shares were purchased from the RTB as a condition of obtaining long-term financing.Holders of Class C stock are entitled to cash dividends.However,each class of stock must be held until the related RTB loan is repaid and may be redeemed at the discretion of the Board of Directors of RTB,only after all shares of Class A stock havebeen retired. Procedures performed with respect to the funded reserve and netplanttosecureddebtratiorequirements: 1.Reviewed loan security instrument to ascertain which condition was elected by the borrower. 2.If the funded reserve option was selected,review financial institution records to verify the existence of a separate bank account for the reserve,and determine it was funded within one year of approval of release of funds and that it remained funded over the composite economic life of the facilities financed. 3.If the net plant to secured debt ratio option was selected, calculate the ratio and confirm that the 1.2 ratio was achieved one year following the first advance of loan funds. The results of our tests indicate that,with respect to the items tested,Troy Telephone Company,Inc.complied,except as noted below,in all material respects,with the specific RUS loan and security instrument provisions referred to below.The specific provisions tested,as well as any exceptions noted,include the requirements that: The borrower maintains all funds in institutions whose accounts are insured by an Agency of the Federal government. The borrower's procedure is to submit management service agreements to the RUS for affiliated services entered into for the operation or maintenance of property and for the use of mortgage property by others.This would include service contracts for computer services and management services and lease agreements for buildings,towers and switching.Standard interexchange contracts for pole attachments and other commonly provided service arrangements are not submitted.Based upon the borrower's procedures,no contracts were required to be filed with and approved by the RUS.Based upon our testing,nothing came to our attention that caused us to believe that the borrower had not complied in all material respects with its procedures governing submission of management service agreements to the RUS in accordance with the applicable RUS rules and regulations. The borrower has submitted its Form 479 to the RUS and the Form 479,Financial and Statistical Report,as of December 31, 2000,represented by the borrower as having been submitted to RUS is in agreement with the Troy Telephone Company,Inc.'s records in all material respects and appears reasonable based upon audit procedures performed. If applicable,the borrower had selected the net plant to secured debt ratio option and nothing came to our attention to cause us to believe a 1.2 ratio was not achieved one year following the first advance of loan funds.
