On August 17 , 2007 , CenturyTel submitted two tariffadvices, CenturyTel of the Gem
State Tariff Advice No. 06-04 and CenturyTel ofIdaho Tariff Advice No. 06-, establishing a
schedule for NIl abbreviated dialing code services. These provide the terms and charges to be
paid by entities operating NIl dialing codes, such as 211 and 811 for CenturyTel's costs of
programming its switches to establish the service and for making changes to the established
services. The Company proposed a September 16, 2006 effective date.
STAFF ANALYSIS
As originally submitted, the language of the tariff appeared to indicate a charge would be
imposed for each central office within each company s service area. Staff believed that the work
required to establish the service would be conducted company-wide, rather than by central
office, and sought clarification ofthe language. After discussion with the Company, revised
pages were submitted that included a footnote to clarify that only one charge would be applicable
per operating company. The Company submitted a cost study that indicated the proposed
charges were sufficient to cover the costs of providing the service. The proposed rates are
similar to those charged by Qwest.

Staff recommends that the Commission approve CenturyTel of the Gem State Tariff
Advice No. 06-04 and CenturyTel ofIdaho Tariff Advice No. 06-03.
