Dear Ms. Noriyuki:
With this letter, Spectrotel Services, LLC (“Spectrotel”)1 and Spectrotel Ultimate
Holdings, LLC (“Spectrotel Ultimate” and, together with Spectrotel, “Parties”), through their
undersigned counsel, supplement the Notice that the Parties filed on February 14, 2023,
informing the Commission of a transaction that resulted in the indirect transfer of control of
Spectrotel of the West, LLC (“Spectrotel of the West”) (the “Transaction”).
In the Notice, the Parties explained that the Transaction resulted in the indirect transfer of
control of Spectrotel of the West from Spectrotel to Spectrotel Ultimate. Because the transfer of
control of Spectrotel of the West was indirect, it did not result in any change in the identity of the
company’s direct parent—or, for that matter, of its direct parent’s parent. The Transaction also
did not result in the assignment of Spectrotel of the West’s Certificate of Public Convenience
and Necessity (“CPCN”),2 assets, or customers.
Indeed, the Transaction has had no impact on the ongoing operations of Spectrotel of the
West, which continues to serve customers in Idaho pursuant to its CPCN. The Transaction has
been seamless for the company’s customers. In particular, Spectrotel of the West is continuing
to provide the same high-quality and innovative communications services to its customers, and
the company has no plans to discontinue any services or to modify the rates or other terms and
conditions of any of its services as a result of the Transaction.

pursuant to its conversion from a corporation to a limited liability company.
