Dear Ms. McGrath:
On September 11 , 2006, the Commission received your facsimile request for access to "Qwest'sConfidential Attachment A document" in Case No. QWE-06-l6. A copy of the requested
document is attached for your review.
Although Qwest Corporation had originally claimed that the information contained in the
attached letter was a trade secret as derIDed in Idaho Code 9 48-801 and exempt from public
disclosure, the Company has agreed to waive its claim because its customer has consented to the
release of the Attachment A letter. Consequently, the Commission is able to grant you access to
the requested document.

Pursuant to the Idaho public records law, Idaho Code ~9-337 , 1 Vllrite to request access to

Specifically, I request access to Qwest's Confidential Attachment A document attached
to case number Q\VE-O6-16.
Please call 377-6439 when the documents are ready.
Time limits
We ask that if the information requested is available immediately that tht;re
be no delay
in fulfilling this request However, as provided by the state s records law, you have three
days to respond. If additional time is needed, you must notify the Idaho Statesman within
10 days that more time is necessary to comply with the request.

Fees
This request is made in accordance with Idaho Code 9-338(8)(c). This statute allows the
public agency to waive any cost or fee when it is deroonsiTated that lithe public s interest
or the public s understanding of the operations or activities of government or its records
would suffer by the assessment or collection of any fee. II The information is sought in
conjunction with The Idaho Statesn1lli1 s quest to serve the public interest and to report
and monitor the activities of government. We request a waiver of any fees. If the waiver
is denied, please notifY me.
