STIPULATION FOR EXTENSION OF
PUBLIC COMMENT PERIOD
On April 9, 2003 , the Commission issued Order No. 29218 in the above-caption docket.
That order, entitled "Notice of ApplicationINotice of Modified Procedure " gave notice of and
summarized Qwest's March 12 , 2003 application to phase out its Boise and Pocatello customer
payment centers ("CPC"
).
The order also provided an opportunity for interested members of the
public to file written comments within 28 days concerning Qwest's application. The comment
period is set to expire on Wednesday, May 7, 2003. Qwest and Commission Staff stipulate and
agree as follows:

Since issuance of Order No. 29218 , very few public comments (fewer than 18)
have been filed from Pocatello CPC users or Pocatello residents and no comments have been
filed by users of Qwest' s Boise Cpc.
It would be beneficial to permit a modest amount of additional time for members
of the public to provide written comment should they be interested in doing so.
The Commission should extend the end of the comment period from May 7 , 2003
to May 16 2003.
The parties jointly and respectfully request that the Commission approve this Stipulation
and extend the comment period an additional nine days to allow comments to be filed up to and
including May 16, 2003.
