Qwest will supplement its response to this request.
SUPPLEMENTAL RESPONSE dated 02/27/03:
Qwest obj ects to this Request on the grounds and for the reason that it
seeks information that is not reasonably calculated to lead to the
discovery of admissible evidence. Dr. Lincoln I s Exhibit 8 presents
statistically valid information relating to customer perceptions across
the seven exchanges. The exchange-specific data requested by Staff may
not , for any particular disaggregated segment , include a large enough
sample size to render statistically meaningful results. Qwest will object
to any attempt by any party to extrapolate exchange-specific findings
based on such disaggregation unless that party can demonstrate that the
data reflects a statistically meaningful sample size. Qwest invites other
parties to conduct their own surveys if exchange-specific data would be,
in that party's view, probative to the issues in this case.
Without waiving the foregoing objections and specifically relying thereon
Qwest provides the following response.
