Firm experience As its founder and president, Dr. Johnson has developed the firm's approach to
economic analyses. He has prepared and presented expert testimony on more than
300 occasions before state and federal courts and administrative agencies
throughout the United States and Canada, involving the application of economic
theory and principles to public policy, regulation, and management decision-
making.
Dr. Johnson has been actively involved in more than 400 regulatory dockets,
concerning telecommunications and other utilities. His work has spanned a wide
range of different subject areas, involving the application of economic theory and
principles to public policy, revenue requirements, rate of return and rate design
issues.
In the course of this work, Dr. Johnson has analyzed more than 300 telephone
companies, including AT&T, Bell Atlantic subsidiaries, BellSouth subsidiaries,
Cincinnati Bell, GTE subsidiaries, Ameritech subsidiaries, Nevada Bell, Nynex,
Southern New England Telecom, Sprint subsidiaries, US West subsidiaries and
numerous others.
Dr. Johnson's clients have included a wide variety of public agencies and private
corporations. Among the former are regulatory commissions in 14 states and the
District of Columbia; public counsels in 15 states and the District of Columbia;
attorneys general in nine states; the United States Department of Justice--Antitrust
Division; the Canada Department of Communications; the National Association of
State Utility Consumer Advocates; the governments of more than 25 US cities; the
Florida Department of General Services; and the Provincial Government of
Ontario.
Dr. Johnson's corporate and institutional clients have included: AMERICALL,

Utah, the Competitive Telecommunications Association (COMPTEL), the
Michigan State University Institute of Public Utilities, the National Association of
