Dear Ms. Noriyuki:

This letter is being sent to inform you of a change in responsibilities with Oregon Telephone Corporation. I will
be the primary contact for regulatory filings pertaining to Oregon Telephone Corporation going forward.
Delinda (DeeDee) Kluser is still with the organization and is also a contact in case of my absence regarding
any matter for the company. Please include both DeeDee and I on any communication pertaining to Oregon
Telephone Corporation. In addition, Oregon Telephone Corporation is doing business as Rally Networks on a
going forward basis. Please continue to use Oregon Telephone Corporation as the entity in which all filings will
be processed under. Oregon Telephone Corporation is still the legal entity; however, we have rebranded all of
our operations as Rally Networks to create a unified brand within the properties that we own.
