RE:STAFF REVIEW OF INTERCONNECTION AGREEMENTS; CASE
NOS. VZN-06-3; QWE-O2-2; AND USW-OO-17.
BACKGROUND
Under the provisions of the federal Telecommunications Act of 1996, interconnection
agreements must be submitted to the Commission for approval. 47 D.C. 9252(e)(l). The
Commission may reject an agreement adopted by negotiations only if it finds that the agreement:
(1) discriminates against a telecommunications carrier not a party to the agreement; or
(2) implementation of the agreement is not consistent with the public interest, convenience and
necessity. 47 u.S.C. 9252(e)(2)(A).

The Commission has been asked to approve one Application for approval of
interconnection agreement and two amendments to existing agreements. The Applications are
discussed in greater detail below.
1. Verizon Northwest, Inc. and Commpartners, LLC (Case No. VZN-06-3).
February 22, 2006 , Verizoll filed an Application for approval of interconnection agreement and a
TRO amendment to the agreement. The agreement includes terms and conditions for
interconnection, ancillary services, collocation, and resale of telecommunications services
between the parties.

2. Qwest Corporation and XO Communications Services, Inc. (Case No. QWE-02-2).
On February 28 , 2006, Qwest filed an Application to amend an existing agreement approved by
the Commission on February 29 2002. In this filing, Qwest incorporates the Triennial Review
Remand Order (TRRO) to the original agreement.
3. Qwest Corporation and American Fiber Network, Inc. (Case No. USW-00-17).
On February 28, 2006, Qwest filed two Applications to amend an existing agreement approved
by the Commission on August 8 , 2000. The first filing incorporates the Triennial Review Order
(TRO) and the Triennial Review Remand Order (TRRO). The second application incorporates
Qwest Digital Subscriber Line.
STAFF ANALYSIS
Staff has reviewed the Applications and does not find that any terms or conditions are
discriminatory or contrary to the public interest. Staff believes that the Applications are
consistent with the FCC orders and pro-competitive policies of this Commission, the Idaho
Legislature, and the federal Telecommunications Act. Accordingly, Staff recommends
Commission approval of the amendments and the Application for approval of agreement.
