SUBJECT:CASE NO. CZ6-06-1, APPLICATION OF CONTACT
COMMUNICATIONS, INC. FOR APPROVAL OF A CERTIFICATE OF
PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL
SERVICE IN IDAHO
On January 25 2006 , Contact Communications, Inc. ("Contact") filed an Application
for a Certificate of Public Convenience and Necessity with the Commission. In the Application
Contact proposes to provide advanced data services to Internet Service Providers (ISPs) and
other retailers on a wholesale basis, operating as both a reseller and facility-based provider
throughout Idaho. Contact will also provide Voice over Internet Protocol (VoIP) services on a
retail basis to business and residential consumers. The Company wishes to provide service as
soon as interconnection facilities can be constructed with Qwest.
Contact is a Wyoming company with corporate headquarters in Riverton, Wyoming.
The Company has a Certificate of Good Standing issued by the Idaho Secretary of State on June
, 2005. The Company has provided financial sheets for a nine-month period ending on
September 30, 2005 and the appropriate contact information for its registered agent for service of
process within Idaho.
ST AFF RECOMMENDATION
Staff recommends that Contact's Application be processed by Modified Procedure
with a 21-day comment period. This should allow sufficient time for interested parties to review
the Company Application and file their comments with the Commission. Reference
Commission Rules of Procedure, IDAPA 31.01.01.201-204.
