Dear Ms.Jewell:
Enclosed herewith are the original Affidavits Regarding Tariff Rates and
corresponding support papers showing how the changes in rates were calculated
required in connection with the above referenced matter for the following telephone
companies:Custer Telephone Cooperative,Inc.,Filer Mutual Telephone
Company,Inland Telephone Company,and Project Mutual Telephone
Cooperative.
As you know,Custer Telephone Cooperative,Inc.(“Custer”),Filer MutualTelephoneCompany(“Filer”),Inland Telephone Company (“Inland”),and Project
Mutual Telephone Cooperative (“PMT”).filed revisions to the Idaho Rural Exchange
Carriers (“IREC”)tariff in June to comply with the Federal Communications
Commission (“FCC”)Order on Universal Service and Intercarrier Compensation
Reform adopting a framework to restructure intercarrier compensation for intrastateandinterstatetelecommunicationstrafficexchangedwithalocalexchangecarrier.In the Matter of Establishing Just and Reasonable Rates for Local Exchange
Carriers,et al.,WD Docket No.07-135 et al.,Report and Order and Further Notice
of Proposed Rulemaking,FCC 11-161 (rel.Nov.18,2011),and the Idaho PublicUtilitiesCommission’s (the “Commission”)Order No.32534,April 25,2012,CaseNo.GNR-T-1 2-04.Since the time of those initial filings,there have been changes inthewaytheFCChasrequiredcertaincalculationsbemadebyNECA,which hasresultedinminorchangestotherevisedratesinitiallysubmittedbythesecompanies.The revised Access Service Tariff of the Idaho Rural Exchange
Carriers showing the new changes to these companies’rates has been submitted
to the Commission under separate cover.Enclosed herewith,in accordance withOrderNo.32534,is the supporting documentation for the revised rates set forth in

the Access Service Tariff for Custer,Filer,Inland and PMT along with their
affidavits regarding the revised rates.Some of the attached documentation is
considered trade secret and confidential pursuant to Section 9-340D(1)of theIdahoCode,and is submitted to you on yellow paper.
The revisions set forth in the Access Service Tariff,along with the attached
supporting documentation,will put Custer,Filer,Inland and PMT in compliance with
the FCC Order and Commission Order No.32534,Case No.GNR-T-12-04.These
rates will be retroactively effective as of July 3,2012 per the FCC Order.

The undersigned Affiant,Steve Cowger ,being first duly sworn,on
oath states as follows:
1.Affiant is the General Manager/COO of Filer Mutual
Telephone Company (the “Company”).
2.Affiant has personal knowledge of all facts contained herein.
3.The rate adjustments of the Company,and the methodology used to
calculate the rate adjustments,as set forth on the work papers submitted to the Idaho
Public Utilities Commission (the “Commission”)are in conformance with the
requirements set forth in Federal Communications Commission’s Order on Universal
Service and lntercarrier Compensation Reform (In the Matter of Establishing Just and
Reasonable Rates for Local Exchange Carriers,et al.,WD Docket No.07-135 et al.,
Report and Order and Further Notice of Proposed Rulemaking,FCC 11-161 [rel.Nov.
18,2011])(the “FCC Order”).
4.To the best of my knowledge,based upon the provisions of the FCC Order
at the time of filing the rate adjustments,the revised rates will not cause an increase in
revenue to the Company through increased funding from the Connect America Fund.
