Dear Mr. Stutzman:
Excel Telecommunications, Inc. ("Excel") is in receipt of correspondence from the Idaho
Public Utilities Commission regarding Case No. GNR-03-23 as it relates to the FCC Order on
Review of Section 251 Unbundling Obligations of Incumbent Local Exchange Carriers.
Please note that Excel does not own or lease network facilities, other than unbundled network
elements, for the provision of its local exchange services in the State of Idaho. The Company
currently provides these services through the utilization of Qwest's unbundled network elements
platform. As such, the questions contained in the First Production Request of Commission Staff to
Competitive Local Exchange Carriers are not applicable to Excel. In an effort to minimize the use
of Company and Commission resources, Excel respectfully requests that the Commission accept this
letter as the Company s complete response to request for information pursuant to Case No. GNR - T-
03-23. If this is not acceptable, please contact the undersigned immediately for additional
information.
