Rural Telephone dosen t have any toll-free 800 lines that originate in the Three Creek exchange. Please see Attachment "8" for explanation of the current toll route for calls to Magic Valley area. Rural Telephone has future plans to bury a fiber optic cable to Rogerson, Idaho to a meetpoint with Filer Mutual Telephone but a timetable for a project of this magnitude would be at least 8,10 years in the future. The Three Creek transmissin facilities were evaluated on remaining capacity available. It was determined that there wuld not be enough capacity available on the microwave at 857 to handle any additional EAS channels/trunks. Currently, the microwave facility has an estimated remaining capacity of less than one T-1. It was projected with today s heavy use of internet, that at least on T-1 would have to be available exclusively for the Magic Valley EAS routes. A full T-1 for Eas would alleviate anticipated service or blockage problems. Thus, Rural projected facilities upgrades to provide EAS for it's Three Creek customers to the Magic Valley includes microwave facilities upgrades. ReQuest # 9 Yes, with the data Rural has received, we simply don t see sufficient community interest to support this EAS request. Three Creek exchange has only 60 access lines, which of the sixty lines only 15% of customers are making the calls to Magic Valley. We feel the amount that would have to be invested doesn t pencil out with the number of customers in the Three Creek exchange. Rural does think with our broadband service launch in December 2003 that demand for EAS into the Magic Valley would be on the decline. Finally, a replacement of our Microwave system to a new 6Ghz radio would cause a time consuming project to realign the route to insert an active repeater site. Additionally, application and approval for a new 6 Ghz mircowave license would be required from the FCC. ReQuest # 10 Rural Telephone is not in support of EAS to the Magic Valley from the Three Creek area as the cost does not justify the end result. Our data indicates that a project of this size and nature is unsubstantiated and the minimal benefit to the customer doesn t warrant the time and/or cost involved. Rural understands there is some interest for EAS to the Magic Valley calling area, however, in reality there are only approximately 3-4 actual (residential &lor business) customers making these calls. As intra-states rates have decreased in the past few years customers have already realized a cost savings. Bearing this in mind, Rural believes a decision to require EAS to the Magic Valley calling area would create financial hardship on the company and produce no real benefit to the majority of its' customers. At present, long distance rates are extremely nominal and affordable to customers. Cost reduction has already been implemented by our introduction of Broadband and local dial-up service to the Three Creek residents in December 2003. They will no longer have to utilize a long distance server. Rural Telephone Company has always endeavored to be proactive in making great strides to provide high quality, up-to-date technology at a low cost. ATTACHMENT " Rural Telephone Company Toll Route as of January 2004 CURRENT CALL ROUTE Microwave hop from Signal butte to Jerome butte is 60 miles, which RTC would have to find a new route because 2 GHz microwave radio is no longer available. MICROWAVE RADIO IS CAPABLE OF SUPPORTING ONLY 4 T1 AT THIS TIME BFO 24 To Si nal Butte Attachment " Upgrade to Facility and New Equipment for EAS to Magic Valley Calling Area A new fiber terminal would have to be installed in Signal Butte to handle additional T1 's for EAS Trunk Groups. Both Rural & Owest's mircowave would have to be upgraded to carry additional T1's for EAS Trunks. (Rural would have install a new 6Ghz microwave radio to carry the additional T1', due to the fact that old Mircowave can t be upgraded. Also RTC would be using 6 Ghz radio to carry the traffic to Jerome Butte that would mean an active repeater in the middle of our microwave route. Rural would have to purchase additional real estate to accommodate the repeater and then have power brought to it. There would be the additional cost of installing and licensing the new 6 Ghz microwave with the FCC. A Switch upgrade would have to done , so we could accommodate the additional T1 's for EAS Trunk Groups. One Major factor with upgrading the Microwave, would be getting someone from Owest to work on this project with RTC. Owest has only one microwave tech to cover Idaho therefore it's very difficult to schedule. Projected Cost for EAS Required UpQrades Microwave 100,000. New Fiber Terminal 35,000. Switch 15,000.
