RE:IDAHO POWER COMPANY'S TARIFF ADVICE NO. 05-
REVISIONS TO SCHEDULE 19.
On May 25 2005, Idaho Power filed Tariff Advice No. 05-, Revisions to Schedule 19.
The proposed revisions to Schedule 19 would categorize all hours on holidays in the summer
season as off-peak.
BACKGROUND
On May 24, 2004, the Commission approved Idaho Power s request to implement time-
of-use rates for its Industrial Customers taking service under Schedule 19 beginning December 1
2004. The Company has been billing Schedule 19 customers the approved time-of-use rates
since that time.
The time-of-use periods for the Summer Season under Schedule 19 are defined to be:
Summer Season
On-Peak: 1 :00 p.m. to 9:00 p.m. Monday through Friday except holidays.
Mid-Peak 7:00 a.m. to 1 :00 p.m. and 9:00 p.m. to 11 :00 p.
Monday through Friday, except holidays, and 7 :00 a.
to 11 :00 p.m. Saturday, Sunday, and holidays.
11 :00 p.m. to 7:00 a.m. all days.Off-Peak
It has come to the Company s attention that the software used to convert the fifteen
minute meter interval data into the applicable time-of-use periods for billing purposes is only
able to categorize usage on holidays into the Off-Peak time period. This limitation prevents the
usage between 7:00 a.m. and 11 :00 p.m. on holidays in the Summer Session from being
categorized into the Mid-Peak time period as defined in the Company s current Schedule 19. In
DECISION MEMORANDUM JUNE 6, 2005
order to bill the Schedule 19 customers using the existing software, the Company is requesting
that all usage on holidays during the Summer Season be categorized into the Off-Peak period.
The only holiday affected by this change is Independence Day.
Since the Off-Peak Energy Charge is less than the Mid-Peak Energy Charge, this change
will benefit customers taking service under Schedule 19.
STAFF RECOMMENDATION
Through this tariff advice, the Company is requesting the Commission approve the
revised Schedule 19 that categorizes all hours on holidays in the Summer Season as Off-Peak.
The Company is requesting an effective date of June 25 2005. Staff recommends approval of
this tariff advice.
