Dear Secretary Noriyuki:
BIF IV Intrepid OpCo LLC (the “Registrant”), by its undersigned counsel, submits this notice of
intent to operate as an “Other Telecommunications Service Provider” within the State of Idaho. In
support, Registrant submits the following information specified in Idaho Code § 62-604:

Registrant proposes to build a fiber-based network in Idaho, which Registrant plans to
construct to customer locations. Registrant will primarily provide point-to-point
telecommunications services such as Ethernet and other similar high-bandwidth services,
for high-speed data transport. Registrant will provide services primarily using its own
facilities. Registrant does not currently own or lease facilities in Idaho but plans to
construct facilities to provide its services. Registrant intends to provide its services using
fiber optic cable along with other equipment and facilities to originate, terminate, and
