IN THE MATTER OF )DOCKET EX PARTE NO.  573 THE RAIL SERVICE IN THE) WESTERN UNITED STATES)                                                                        ) SPEAKING REQUEST OF THE IDAHO PUBLIC UTILITIES COMMISSION On October 7, 1997, the Surface Transportation Board (Board) caused to have published in the Federal Register a Notice of Proceeding and Public Hearing.  In its Notice, the Board initiated a proceeding “to provide interested persons the opportunity to report on the status of rail service in the western United States and to review proposals for solving the service problems that exist.”  62 Fed. Reg. 52,373 (October 7, 1997).  The Board directed that persons desiring to appear at the hearing submit a request to speak and request a time allotment by October 9, 1997. The Idaho Public Utilities Commission respectfully requests an opportunity to make a presentation to the Board totaling no more than 15 minutes.  The Commission desires to present comments regarding operational and customer service matters relating to Union Pacific Railroad Company. Our representative will be Ron Law, Executive Administrator of the Commission’s Regulated Carrier Division, telephone: (208) 334-0331. This Commission is mindful of the Board’s desire to coordinate presentations on behalf of common interests.  Given the relatively short time period from publication of the Notice to filing of the requests, the Commission has not had an opportunity to fully explore the possibility of submitting joint comments with other interested persons.    Although this request will be filed one day late on October 10, 1997, the Commission did provide telephonic notification to Joseph H. Dettmar.  The Commission respectfully urges the Board to accept this request one day late.
