RE:IDAHO POWER TARIFF ADVICE NO. 04-08; MODIFICATION OF
SCHEDULE 41 - STREET LIGHTING SERVICE.
The proposed changes to Idaho Power s Schedule 41 , Street Lighting Service, tariff sheet
are intended to increase customer options as well as address current street lighting issues.
BACKGROUND
In recent years, the utilization of cut-off fixtures (shielded lighting) has become
increasingly desirable, even mandatory, by many municipalities. Many customers working with
the Company indicated this type of fixture to be the preferable option since it strikes a balance
between sufficient light for safety without polluting the sky with light. Since this appeared to be
the customers' desired option and the Company was not anxious to maintain two sets of
inventory, the Company proceeded to request in its last general rate case that all new installations
and maintenance-related replacements would utilize cut-off fixtures, exclusively. However
since those provisions were adopted, some municipalities have requested that the traditional
drop-glass fixture continue to be an option. In response to our customers ' desires and unique
area lighting needs, the Company is now proposing that both street lighting fixture options be
made available to customers. Since the costs of both types of fixtures are very similar, it will
require no change in monthly lamp charges.
DEDISION MEMORANDUM JANUARY 20, 2005
ANALYSIS
This involves a very minor change in the tariff, which allows customers to choose either a
drop-glass fixture or cut-off fixture. There is no other significant change and Staff recommends
approval of this tariff advice.
COMMISSION DECISION
Does the Commission wish to approve the Company proposed changes in this tariff
advice?
