We appreciate the opportunity to provide information on this second Production Request GNR-
U- 02-01. Shown below is PacifiCorp s response to the Idaho Public Utilities Commission
Staff s Second Production Request in the above case.
Request No. 19: For each Applicant, how many residential customers received a
LIHEAP benefit but did not declare eligibility for protection from disconnection during the
moratorium for the 1999-2000 2000-, and 2001-02 heating season? For Avista, please
provide a further breakdown of customers by the following categories: electric only, gas only,
and gas and electric combined.
Response No. 19: Information is not available for the 1999-2000 heating season within
the short time frame for this data request. During the 2000-2001 heating season 1 118 customers
received a LIHEAP benefit but did not declare moratorium eligibility. During the 2001-2002
heating season 1 117 customers received a LIHEAP benefit but did not declare moratorium
eligibility.
Request No. 20: For each Applicant, please provide the number ofIdaho residential
customers served as of October 1 2001 and April 1 , 2002, respectively. For Avista, please
provide a further breakdown of customers by the following categories: electric only, gas only,
and gas and electric combined.
Response No. 20: At October 1 2001 the number of residential customers served by the
Company in Idaho was 44 790. At April 1 , 2002 the number of residential customers served by
the Company in Idaho was 45 269.

Response No. 21: On October 1 2001 10 384 customers had a past due amount owing.
On December 1 , 2001 10 586 customers had a past due amount owing. On March 1 2002
180 customers had a past due amount owing and on April 1 , 2002 10 064 customers had a
past due amount owing.
Request No. 22: For each Applicant, how many of the Idaho residential customers who
had a past due amount owing as of March 1 , 2002 and April 1 , 2002, received LIHEAP benefits
during the previous heating season? For Avista, please provide a further breakdown of
customers by the following categories: electric only, gas only, and gas and electric combined.
Response No. 22: This information is not available within the short time frame for this
data request.
Request No. 23: For each Applicant, please provide the total revenue past due and owed
by residential customers as of October 1 2001 , December 1 2001 , March 1 2002 and April 1
2002, respectively. For Avista, please provide a further breakdown of customers by the
following categories: electric only, gas only, and gas and electric combined.
Response No. 23: The amount past due owed by residential customers on October 1
2001 was $613 014. On December 1 2001 the amount past due owed by residential customers
was $633 185. On March 1 2002 the amount past due owed by residential customers was
033 552, and on April 1 , 2002 the amount past due owed by residential customers was
$850 561.
Request No. 24: For each Applicant, please provide the number ofIdaho residential
disconnection s for nonpayment for each month between November 1 2000 and March 31
2001. For A vista, please provide a further breakdown of customers by the following categories:

Request No. 26: For each Applicant, please provide the aggregate number ofresidential
disconnections for nonpayment between April 1 , 2000 and October 31 2000. For Avista, please
provide a further breakdown of customers by the following categories: electric only, gas only,
and gas and electric combined.
Response No. 26: Due to the short timeline ofthis request we are only able to provide
information for the July 2000 through October 2000 timeframe during which the Company
disconnected 359 residential customers for nonpayment.
Request No. 27: For each Applicant, please provide the aggregate number of residential
disconnections for nonpayment between April 1 , 2001 and October 31 , 2001. For Avista, please
provide a further breakdown of customers by the following categories: electric only, gas only,
and gas and electric combined.
Response No. 27: The number of residential disconnections for nonpayment during the
April 2001 through October 2001 timeframe was 811.
