As shown in the table above, the number of past due customers compared to total residential
customers increases following the winter heating season.With the Winter Protection Pilot
requiring at least a reduced payment throughout the winter heating months, Intermountain
believes there will be a reduction in the number of customers with a past due balance following
the winter heating season.

The Winter Protection Pilot will require that all customers make at least a reduced payment
during the winter months. By requiring customers to establish a minimum payment, the total
amount the customer will owe after the winter heating season will become more manageable to
the customer which should also help to reduce the marked increase in past due amounts
March vs December.

Non-pay disconnects were lower than normal in March 2001 because Intermountain Gas
Company voluntarily complied with an IPUC Staff request to delay disconnects due to the severe
winter weather. April 2001 had 1 023 non-pay disconnects.
