FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE RESOLD LOCAL EXCHANGE AND INTEREXCHANGE TELECOMMUNICATIONS SERVICES. CASE NO. FRN-04- On December 23 , 2004, France Telecom Corporate Solutions L.C. (FTCS) filed an Application for a Certificate of Public Convenience and Necessity to provide local exchange and toll services throughout the State of Idaho. The Application requests authority to offer resold local exchange and interexchange services to primarily business customers in the State of Idaho. FTCS does not intend to own, operate or construct any telecommunications facilities. The Company intends to enter into resale agreements with Qwest and Verizon within the next two years. In the Application, FTCS requests authority to provide all forms of local exchange telecommunications services throughout the State of Idaho. Initially, FTCS will provide Local Exchange Service, Virtual Private Network Service, Local Dedicated Service, and Integrated Services Digital Network Primary Rate Interface (ISDN-PRI). FTCS further requests authority to offer all forms of interexchange telecommunications services. Initially, FTCS will provide Switched Interexchange Service, Dedicated Interexchange Service, Virtual Private Network Service, Frame Relay Service, Carrier 800 Service, Private Line Service, and Travel Calling Card Service. In addition, FTCS will provide resold commercial mobile radio services. FTCS is a Delaware limited liability company with a corporate office in Herndon Virginia and is majority owned and controlled by France Telecom S., a publicly-traded company on both the Paris Stock Exchange and the New York Stock Exchange. FTCS has a DECISION MEMORANDUM certificate of good standing issued by the Idaho Secretary of State on September 16, 2004. Although the Company does not maintain an office in Idaho, it does have a registered in-state agent. STAFF RECOMMENDATION Staff recommends that the Application be processed by Modified Procedure.
